Club <br /> <br />_. .K;lQIi~'.!.il1 ~-"NGj"1?~,.!.~.~'QO':~';~~9.._.;..~...!~" .._ <br /> <br />.----.---.--.-----.-.......-....---.- <br /> <br />Upon the recommendation of the County States Attorney, Mrs. Wold moved and <br />Mr. Hendrickson seconded that the Cass County Commission adopt the "Guidelines for <br />Cities That Permit Games of Chance by Eligible Organizations in Public Bars" as set <br />our by the office of the North Dakota Attorney General. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that a Gambling Permit be granted <br />to the Casselton Community Club to have pull tabs in the Shamrock Bar on Friday evenings <br />during the months of December, 1980, and January, February and March of 1981; with the <br />understanding that they follow the guidelines that will be sent along with their permit. <br />On roll call vote, the motion carried unanimously. <br /> <br />Gambling Permit Mrs. Wold moved and Mr. Hendrickson seconded that a Gambling Permit be granted <br />granted to Affil. to the Affiliated Wildlife Clubs to have bingo, raffles, pulltabs ?nd punchboards <br />Wildlife Clubs at the Bison Steakhouse & Lounge in Tower Township on December 8, 1980; with the <br />understanding that they follow the guidelines that will be sent along with their permit. <br />On roll call vote, the motion carried unanimously. <br /> <br />I <br />Appraisal of Tax-'I' A hearing was held at 10:30 A.M. on the appraisal of tax-forfeited property. <br />Forfeited Prop. ,Since no one appeared to protest, the property will remain as appraised by the Board. <br />! <br />Bridges in Everest Mr. John Hilborn, Chairman of Everest Township, appeared to discuss 4 bridges <br />Twp. discussed I in Section 33 which have been in need of repair ,for some time. Bonds <br /> <br />Monthly Reports <br /> <br />Disc. on Board's <br />action of Oct. 8 <br />hiring Erickson <br />Eng. for C22 <br />bridge project-- <br />Action rescinded <br />since Erickson <br />Eng. is not <br />registered in the <br />State of N.D. <br /> <br />Upon the recommendation of Sheriff Donald Rudnick, Mr. Hendrickson moved and <br />Mrs. Wold seconded that the County accept the bid of Hustad and Sons Auto Mart for three <br />new cars for the Sheriff's Department in the amount of $8,163.11 per unit. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Satrom seconded that the Board receive and file the <br />Indemnity Bonds on Lost Instrument for the West Fargo Pioneer, Mrs. Mary Langer Gokey and <br />Karl O. Anderson; and authorize the Auditor to issue duplicate checks. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the following Monthly Reports <br />for September be recei~ed and filed: On roll call vote, the motion carried unanimously. <br /> <br />Rush River Water Management District <br />North Cass Water Management District <br />Maple River Water Management District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />Discussion was held on the Board's action of October 8, 1980, to hire the <br />Erickson Engineering Company for engineering services on the County Road 22 bridge project <br />west of Harwood. The States Attorney was informed that Erickson Engineering is not <br />registered or certified in the State of North Dakota to practice as an engineer. <br />She stated that they have taken steps to obtain this registration but that process <br />has not been completed as yet. <br /> <br />Also present for the discussion on the County Road 22 bridge project were Kip Moore <br />of the Moore Engineering Company represented by their Attorney, Brian Neugebauer; <br />and Don Richards was present represented by the attorney for Erickson Engineering, <br />William Soules. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that the Board rescind their action <br />of October 8th to hire Erickson Engineering for the County Road 22 bridge design. <br />Further discussion followed. The States Attorney felt that the responsibility of <br />completing the necessary requirements in this case was up to the Erickson Engineering <br />Company and was not the fault of the County Board who was not aware of the situation <br />at the time. She stated that the Board would not have much difficulty legally in <br />rescinding their action since Erickson Engineering was not licensed at the time. <br />She felt the Board would be in more trouble if they continue with this contract <br />because there are other firms who submitted legal proposals. On roll call vote, <br />the motion carried unanimously to rescind the action hiring the Erickson Engineering <br /> <br />Company. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />OCTOBER 29, 1980 <br /> <br />i <br />I <br />I Chairman Stanton called the meeting to order and upon roll call, all members <br />I were present. <br /> <br />I Mr. Satrom moved and Mr. Hendrickson seconded that the minutes of the previous meeting <br />i be approved as written.
