<br />Mr. Satrom moved and Mrs. Wold seconded that the Auditor be authorized to sign
<br />the change order in the amount of $12,359.00 to J. E. Krieg & Sons, Inc. for under-pinning
<br />on the north foundation wall of the present Courthouse. On roll call vote, the motion
<br />carried with all members present voting "Aye".
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that the Vice Chairman be authorized
<br />'to sign the utility permit with Cass County Electric to bury cable on County Road 17
<br />in the NW~ of Section 5, Reed Township. On roll call vote, the motion carried with all
<br />!members present voting "Aye".

<br />Committee reports were given.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that Vouchers No. 8782 through No. 9373
<br />'and Revenue Sharing Vouchers No. 217-219 be approved and ordered paid. On roll call vote,
<br />the motion carried unanimouSly.
<br />
<br />Discussion continued on the appointment of Mrs. Fred Hector to the City of Fargo
<br />Planning Commission as rural representation from the two-mile extra territorial jurisdiction.
<br />Mrs. Stanton stated that she attended the meeting of the Fargo Planning Commission
<br />this morning, and Mrs. Hector is now serving on the Board. A telephone call was received
<br />,this morning from the Chairman of Reed Township stating that the Reed Township Board
<br />of Supervisors would like to have representation on the Fargo Planning Commission,
<br />,and they recommended Harold Gill since he has an attorney's opinion that he maintains
<br />residence in the township also as this is his voting precinct. Discussion continued
<br />'on the legality of Mrs. Hector's appointment. Mr. Satrom moved and Mr. Sondrall seconded
<br />that the discussion be ended. The motion carried on roll call vote with Mrs. Wold and
<br />,Mr. Hendrickson opposing.

<br />On motion by Mr. Satrom and seconded by Mr. Sondrall, the meeting was adjourned.

<br />Chairman Stanton called the meeting'to order and upon roll call, all members
<br />'were present.
<br />
<br />Mr. Satrom moved and Mr. Sondrall seconded that the minutes of the previous meeting
<br />'be approved as written. Motion carried.
<br />
<br />The Auditor received correspondence from Wilbur K. Michelson, Fargo City Engineer,
<br />'request{ng the County to assist in the cost of an asphalt overlay on 12th Avenue North
<br />west of Interstate 29, as the County has one mile on the south side of the road
<br />that has not been annexed and is the responsibility of the County. Mr. Hendrickson and
<br />Mr. Sondrall will review the request with the Road Superintendent and report back.

<br />Sonja Eggmann appeared to request the Board to reconsider the consolidation of jDisc. on consoli-
<br />their voting precinct, Barnes Township #1, with the City of Fargo's voting precinct #29 'dation of Barnes
<br />at the West Acres Shopping Center. The County Auditor asked if there would be another 'Twp. Pet. #1
<br />building within the boundaries of Fargo's precinct #29 that would be more convenient :voting in the
<br />and more centrally located between the two precincts. Mr. Satrom moved and Mr. Hendrickson ~est Acres
<br />seconded that the precinct consolidation remain the same for the General Election as for the :Shopping Center
<br />1980 Primary Election. However, the motion and second were withdrawn, and the County Auditor i
<br />will discuss the matter with the Fargo City Auditor to determine if there would be another
<br />voting place within the precinct #29 boundaries.
<br />
<br />Ron Hilden, Sheriff's Department Union Attorney, presented copies of the union contract
<br />for 1980-1981, and requested the Board's review and approval. He also requested the Board
<br />to appoint a committee to s.tudy employee's fringe benefits, and the Commission suggested
<br />waiting until after the November election and that members of the County Commission
<br />serve on that committee also.
<br />
<br />Bernie Reynolds, County Planner, appeared to discuss land mitigation for the
<br />Garrison Diversion Project, and he recommended that the Commission begin steps to adopt
<br />a County Development Code which would include flood plain zoning, subdivision regulations
<br />and whatever steps could be taken to attempt to prevent the Federal Fish and Wildlife
<br />Services from purchasing land in Cass County. Mrs. Wold moved and Mr. Hendrickson
<br />seconded that the County Planner be authorized to begin work on a County Development Code.
<br />On roll call vote, the motion carried with Mr. Satrom opposing.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that the Chairman be authorized
<br />to sign the resolution authorizing Cynthia Rothe, States Attorney, to request the
<br />North Dakota Attorney General's Office to represent Cass County in the Soo Line Railroad
<br />lawsuit. On roll call vote, the motion carried unanimouSly.
<br />
<br />The States Attorney informed the Board that she will be hiring an additional
<br />Assistant States Attorney which she requested in her budget, and she is in the process
<br />of remodeling her office to accommodate another employee. She stated that she may need
<br />to come back to the Board to request some budgetary assistance.
