<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />-----,..---._-"_.__..._-~_.._------_.- <br />......u_.........., ..._ ,.. ___.__._ .. _ <br /> <br />5~;.;,.~ <br /> <br />Regarding appointments to the city planning boards for rural representation <br />from the extra-territorial jurisdiction, the County Auditor stated that the law does not <br />specify having representation from geographical areas as was questioned last Wednesday. <br /> <br />Mr. Satrom moved and Mr. Hendrickson seconded that Mrs. Fred Hector be appointed <br />to the Fargo Planning Commission for a 5-year term to expire July 1, 1985. <br />Mrs. Wold stated that there is already a member from Stanley Township on the <br />Fargo Planning Commission. At the call of the question, the motion carried on roll call <br />vote with Mrs. Wold and Mr. Hendrickson opposing. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that Mr. Elder Trom be reappointed <br />to the City of Horace Planning Commission for another 5-year term to expire July 1, 1985. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Satrom moved and Mr. Sondrall seconded that Mr. Bernard Lisburg be appointed <br />to the City of West Fargo Planning Commission for a 5-year term to expire July 1, 1985. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the meeting be recessed until <br />1:00 P.M. for the purpose of receiving informal bids for public defender and for <br />,conflict of interest attorneys. <br /> <br />RECESSED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 2, 1980 <br /> <br />The meeting was called to order at 1:00 P.M. and all members were present. <br /> <br />Informal bids were received from the following for the public defender system: <br /> <br />Frederick D. Kraemer & C. Charles Chinquist <br />Joseph A. Turman <br />Edward Murphy <br />Ramlo, Anderson and Associates <br /> <br />Informal bids were received from the following for the conflict of interest attorneys: <br /> <br />Gray and Lochow <br />Edward Murphy <br />Marian Stine <br />Frederick Kraemer & C. Charles Chinquist <br />Bruce Britton <br />Dan D. Plambeck <br /> <br />Each attorney present was given time to speak to the Board on behalf of their bid. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Board receive and file <br />the above bids for review and further discussion on Tuesday, July 8th, at 2:30 P.M. <br />On roll call vote, the motion carried unanimously. <br /> <br />Motion was made and seconded that the meeting be,adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 9, 1980 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were <br />-present. <br /> <br />Mr. Satrom moved and Mrs. Wold seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Correspondence from the State Highway Department requesting that they be notified as in <br />the past of any changes in the County Road System was referred to the County Road Super- <br />intendent. <br /> <br />A delegation appeared before the Board regarding the appointment of Mrs. Fred Hector to <br />the Fargo Planning Commission from their extraterritorial zoning jurisdiction. It was <br />learned that Mrs. Hector owns property but does not live within the two mile extra- <br />territorial jurisdiction of the City of Fargo, and Mrs. Stanton requested a legal opinion. <br />from the States Attorney to clarify the residency requirement. Fred Selberg spoke on behalf <br />of Reed Township and stated that they have the largest area within Fargo's zoning jurisdiction <br />and they would request to continue to be represented on the City Planning Commission.
