PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA -----,..---._-"_.__..._-~_.._------_.- ......u_.........., ..._ ,.. ___.__._ .. _ 5~;.;,.~ Regarding appointments to the city planning boards for rural representation from the extra-territorial jurisdiction, the County Auditor stated that the law does not specify having representation from geographical areas as was questioned last Wednesday. Mr. Satrom moved and Mr. Hendrickson seconded that Mrs. Fred Hector be appointed to the Fargo Planning Commission for a 5-year term to expire July 1, 1985. Mrs. Wold stated that there is already a member from Stanley Township on the Fargo Planning Commission. At the call of the question, the motion carried on roll call vote with Mrs. Wold and Mr. Hendrickson opposing. Mr. Hendrickson moved and Mr. Satrom seconded that Mr. Elder Trom be reappointed to the City of Horace Planning Commission for another 5-year term to expire July 1, 1985. On roll call vote, the motion carried unanimously. Mr. Satrom moved and Mr. Sondrall seconded that Mr. Bernard Lisburg be appointed to the City of West Fargo Planning Commission for a 5-year term to expire July 1, 1985. On roll call vote, the motion carried unanimously. Mrs. Wold moved and Mr. Hendrickson seconded that the meeting be recessed until 1:00 P.M. for the purpose of receiving informal bids for public defender and for ,conflict of interest attorneys. RECESSED MEETING OF CASS COUNTY COMMISSIONERS JULY 2, 1980 The meeting was called to order at 1:00 P.M. and all members were present. Informal bids were received from the following for the public defender system: Frederick D. Kraemer & C. Charles Chinquist Joseph A. Turman Edward Murphy Ramlo, Anderson and Associates Informal bids were received from the following for the conflict of interest attorneys: Gray and Lochow Edward Murphy Marian Stine Frederick Kraemer & C. Charles Chinquist Bruce Britton Dan D. Plambeck Each attorney present was given time to speak to the Board on behalf of their bid. Mrs. Wold moved and Mr. Hendrickson seconded that the Board receive and file the above bids for review and further discussion on Tuesday, July 8th, at 2:30 P.M. On roll call vote, the motion carried unanimously. Motion was made and seconded that the meeting be,adjourned. ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS JULY 9, 1980 Chairman Stanton called the meeting to order and upon roll call, all members were -present. Mr. Satrom moved and Mrs. Wold seconded that the minutes of the previous meeting be approved as written. Motion carried. Correspondence from the State Highway Department requesting that they be notified as in the past of any changes in the County Road System was referred to the County Road Super- intendent. A delegation appeared before the Board regarding the appointment of Mrs. Fred Hector to the Fargo Planning Commission from their extraterritorial zoning jurisdiction. It was learned that Mrs. Hector owns property but does not live within the two mile extra- territorial jurisdiction of the City of Fargo, and Mrs. Stanton requested a legal opinion. from the States Attorney to clarify the residency requirement. Fred Selberg spoke on behalf of Reed Township and stated that they have the largest area within Fargo's zoning jurisdiction and they would request to continue to be represented on the City Planning Commission. Mr. Jim Lee from Barnes Township suggested the name of Doug Seiler to represent Barnes Township. The Chairman requested that the matter be placed on the agen\:da for next Wednesday to receive an opinion from the States Attorney. Mrs. Wold moved and Mr. Hendrickson seconded that the following Officer's Reports for 'June be received and filed: On roll call vote, the motion carried unanimously.
