<br />Mr. Hendrickson moved and Mr. Satrom seconded that the County Board call for informal
<br />bids for Public Defender and for two Conflict of Interest Attorneys, based upon the
<br />qualifications set down by the Judges, the bids to be opened at 1:00 P.M. on July 2nd, 1980.
<br />On roll call vote, the motion carried unanimouSly.
<br />
<br />Tom Jensen, County Social Services Director, reported on the final draft of
<br />proposed legislation regarding changes in Social Services, to be submitted to the
<br />State Legislature when they convene. He recommended that the County Board send a letter
<br />toORepresentative Kelly supporting the proposed legislation to give Counties some financial
<br />i relief.
<br />
<br />Mr. Satrom moved and Mrs. Wold seconded that Mr. Lewis Barker be reappointed to the
<br />Cass County Drain Board for a 3 year term to expire July 1, 1983. On roll call vote,
<br />the motion carried unanimously.

<br />Mr. Hendrickson moved and Mr. Satrom seconded that Alan Dipple be reappointed to the
<br />Cass County Housing Authority for a 5 year term to expire July 1, 1985. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Mr. Satrom moved and Mr. Hendrickson seconded that Mrs. Fred Hector be appo~nted
<br />to the City of Fargo Planning and Zoning Commission as rural representation from the
<br />city's extra-territorial jurisdiction. However, a question was raised on whether
<br />these appointments to the three terms which expire this year on city planning and zoning
<br />boards of Fargo, Horace and West Fargo should be made from the same area where they were
<br />originally appointed. The matter will be delayed until next week.
<br />
<br />A Certificate of Appreciation was received from the Southeastern North Dakota
<br />Community Action Agency for the County's volunteer service to the Head Start Project
<br />during the past year for the use of the building at 57-11th Avenue North in Fargo.
<br />
<br />Mr. Sondrall moved and Mrs. Wold seconded that the Chairman be authorized to sign
<br />the Satisfaction and Discharge of Trust Mortgages for property in the City of Alice
<br />located in the SE\ of Section 13-138-55, for property in the SE\ of Section 24-139-46
<br />in Clay County, Minnesota, and for Lots 24 and 25, Block 1, Riverside Addition to the
<br />City of Frazee, Minnesota. On roll ~all,vote, the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that a gambling permit be issued
<br />to St. Monica's Guild, St. Maurice Catholic Church of Kindred for a raffle to be held
<br />on October 11, 1980, at the Kindred Public School. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Sondrall seconded that a resolution be adopted whereby
<br />the Board of Cass County Commissioners declares Cass County a disaster area due to
<br />drought conditions in April and May, 1980, causing damage to pastures, haylands and crops.
<br />On roll cal'l vote, the motion carried with Mr. Satrom opposing.
<br />
<br />On motion by Mr. Hendrickson and seconded by Mr. Satrom, the meeting was adjourned.

<br />Chairman Stanton called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />An Invocation was given by the Chairman.
<br />
<br />Mr. Satrom requested that a paragraph be stricken from the minutes of June 25th
<br />whereby the Cass County Commi-sion declared Cass County to be a disaster area due to
<br />drought conditions because he does not feel that the crops have suffered. At the Board's
<br />request, Mr. Rudy Radke from the Cass County Extension Office appeared and stated that
<br />he would recommend that the County go ahead with the disaster designation because on the
<br />small grains there will be 40 to 50% of the normal yield.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
