Mr. Hendrickson moved and Mrs. Wold seconded that the minutes of the previous meeting be ,approved as written. Motion carried. Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Sondrall moved and Mr. Satrom seconded that a low-water crossing be installed between Sections 35-36, Berlin Township, at an estimated cost of $7,500.00, to replace a bridge that was burned. On roll call vote, the motion carried unanimously. Mr. Hendrickson moved and Mr. Satrom seconded that the Board postpone action on the bridge in Barnes Township which was burned until the County Road Superintendent obtains information to determine the size of structure that would be needed. On roll call vote, the motion carried unanimously. Mr. Willard Grager, Manager of the Cass County Electric Cooperative at Kindred, was present at the Board's request to discuss their estimate to the County in the amount of $9,560.00 for moving power lines for the County Road 20 grading project. Mr. Grager presented information to the Board itemizing materials required in relocating this line. The cost for material alone on this project is $7,996.00, and Mr. Grager stated that their costs will be about $12,000.00 including the labor. He stated that the costs would be prohibitive for Cass County Electric to relocate their lines without charge. , A bid opening was held at 10:00 A.M. for bridge replacement between Sections 35-36, :Harwood Township. Bids were received from the following: Strom Construction Schultz Construction S & S Construction Sornsin Construction Geo. E. Haggart, Inc. Industrial Builders, Inc. K & L Excavating Prairie Constrqction WanzekConstruction Mr. Satrom moved and Mr. Hendrickson seconded that the bids be received and referred to the Road Department for their recommendation. On roll call vote, the motion carried unanimously. The Auditor received correspondence from the State Highway Department concerning a draft of a uniform permit system for overweight trucks on County Roads. The Board suggested that the information be referred to Mr. Grindberg, and that he report back to the Board. District Court Judge Norman Backes appeared before the Board to discuss the Public Defender contract for the next fiscal year. He recommended that the Commission continue with the Public Defender System, and he stat~d that basically all of the County officials involved are satisfied with this system. Also present were Attorneys Ramlo and Anderson, who presently have the contract with the County for the Public Defender System. Mr. Ramlo presented a written report along with their proposal for 1980-1981 in the amount of $99,350.00. He stated that the case load has increased substantially and that is the reason for the increase they are requesting. ,Discussion was held on including a provision in the contract requiring a 90-day notice prior to budget time if the Public Defender contract were to be cancelled. Also included ,in Mr. Ramlo's report were letters from two attorneys, signifying an interest in contracting with the County when there are court cases where the Ramlo, Anderson firm cannot represent an individual by reason of a conflict of interest. Further discussion 'on the contract will be held at budget time. Mrs. Wold moved and Mr. Hendrickson seconded that Vouchers No. 6756 through No. 7398 and Revenue Sharing Vouchers No. 206 and 207 be approved and ordered paid.
