<br />Mr. Harry Arneson, recently appointed Civilian Aide to the Secretary of the Army,
<br />appeared before the Board and requested them to consider establishing a Military Affairs
<br />Committee in Cass County. He stated that this committee could do many things in the line
<br />of defense or emergency aid. Mr. Arneson stated that he is willing to discuss ,the matter
<br />further with the Bo~rd and offered his assistance where needed.
<br />
<br />Applications were received for the position of Board Member on the County Social
<br />Services Board to replace Reverend Emery Roy who has resigned.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that the name of George Griffeth
<br />.be submitted to the State Social Services Board for possible appointment to fill the
<br />unexpired term of Rev. Emery Roy. On roll call vote, the motion carried with
<br />Mrs. Stanton opposing.
<br />
<br />Mr. Sondrall moved and Mr. Hendrickson seconded that the name of Paul Larsen
<br />be submitted to the State Social Services Board for possible appointment to fill the
<br />unexpired term of Rev. Emery Roy. On roll call vote, the motion carried unanimously.
<br />
<br />Gordon Sletmoe, Disaster Emergency Services Director, stated .that his office is now
<br />in the process of updating the Community Shelter Plan and making a complete survey
<br />of all the shelters in the County.
<br />
<br />Architect Dick Moorhead was present to review the plans and specifications
<br />for the proposed Courthouse addition for the bid opening to be held on May 28, 1980:

<br />Mr. Bill Delmore from the State Health Department appeared before the Board
<br />and stated that his department would support the County in whatever action they take
<br />to confirm the Governor's ban on burning due to the extreme dry weather conditions.
<br />He stated that the County would have authority to pass their own burning ban.
<br />Mr. Hendrickson moved and Mr. Sondrall seconded that the States Attorney and the
<br />County Auditor proceed with preparing a publication for the newspaper establishing
<br />a County ban on burning in conjunction with the State of North Dakota. On roll call
<br />vote, the motion carried with Mr. Satrom opposing.

<br />Marvin Witt, Executive Secretary of the Red River Valley Fair Association,
<br />was present to explain the status of th~ proposed dragstrip at the fairgrounds.
<br />,Attorney Bill Kennelly was present representing persons who are opposed to this
<br />dragstrip being constructed, and he asked to be kept informed of any future plans
<br />for it. Mr. Witt stated that the Fair Association is well aware that if they do lease
<br />any land, it will have to be approved by-the County Commission. But at the present time,
<br />he stated that the group proposing the dragstrip cannot get sanction to run in this
<br />particular area because there is not enough footage. The Board asked Mr. Witt to keep
<br />Mr. Kennelly informed of any future developments on this issue.
<br />
<br />Mr. Witt reported that there is a problem at the new Cass County Campsite with
<br />leaking pipes, and the Board instructed Mr. Witt and Mr. Satrom to investigate the
<br />problem and report back next week.
<br />
<br />The meeting was recessed until I: 30 P,.M. to continue the business of the day.
<br />
<br />Members of the Cass County Employee's Association appeared before the Board and
<br />submitted a proposal for a 12% cost of living increase for the 1980-1981 fiscal year.
<br />The Department Heads will be instructed to submit their budgets with a 10% salary increase
<br />which may be further negotiated when the Board begins budgeting.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that Vouchers No. 6015 through
<br />No. 6755 and Revenue Sharing Vouchers No. 204 and 205 be approved and ordered paid.
<br />On roll call vote, the motion carried unanimously.'
<br />
<br />Regarding the matter of the Sheriff's Deputies being paid by the County when they
<br />work at special events in order to be covered by Workman's Compensation, the
<br />States Attorney received a letter from the Dawson Insurance Agency stating that
<br />there would be full liability coverage and the additional premium to the County
<br />would be very minor.
<br />
<br />Committee Reports were given.
<br />
<br />Mrs. Stanton stated that she attended a meeting of the Fargo Community Health
<br />Department and was reminded that Dr. Lawrence will be resigning as County Coroner
<br />at the end of this year.
<br />
