<br />Stanton called the meeting to order and upon roll call, all members were

<br />Mr. Satrom moved and Mrs. Wold seconded that the minutes of the previous meeting
<br />fbe approved as written. Motion carried.

<br />Lee Sprague from the Moore Engineering Company presented a plat of Chrisan-Glen
<br />Subdivision in the S~ of Section 7 and a part of the NE~ of Section 18, Stanley Township
<br />(Range 48W). Bernie Reynolds, County Planner, identified several areas of concern
<br />as follows: one access road leading into the SUbdivision and he felt the length is
<br />excessive, all of the lots are below the 100 year flood level and will require
<br />excessive fill material, the minimum right of way for all public dedicated streets
<br />is 70' where the street which serves the development is 50' and finally that the
<br />County's Land Use Plan has a policy to support the growth of existing cities rather than
<br />encouraging the establishment of new rural subdivisions. "
<br />
<br />Concerning the sewer and water system for the development, Mr. Sprague stated that
<br />he has submitted a proposed collection and sewage treatment system to the Sanitarian
<br />Dick Brumfield and according to present regulations, the developer could have installed
<br />drainfields but instead agreed to a central system which is above and beyond the
<br />requirements. Concerning the lots being below the 100 year flood level, Mr. Sprague
<br />stated that a restrictive covenant will be filed with the plat so that the purchaser
<br />will be aware that the lot must be filled before he can build on it. The County Auditor
<br />stated that filing the plat with this covenant gives the prospective buyer more protection
<br />than if the land were to be sold by metes and bounds descriptions.
<br />
<br />Discussion was held on not dedicating the street for public use but making it
<br />a private street to be constructed and maintained by the developer. Mrs. Wold moved
<br />and Mr. Hendrickson seconded that the Chrisan-Glen Subdivision be granted a variance
<br />from the County's Platting and Land Subdivision Regulations on Section 2, Subdivision 3,
<br />Paragraph 2 relating to the length of cul-de-sacs and a variance on Section 2,
<br />Subdivision 3, Paragraph 9 relating to the minimum right of way for streets.
<br />On roll call vote, the motion carried unanimously.

<br />Mr. Satrom moved and Mrs. Wold seconded that the Plat of Chrisan-Glen Subdivision
<br />in Section 18, Stanley Township, be approved. On roll call vote, the motion carried
<br />unanimously.

<br />Mrs. Wold moved and Mr. Satrom seconded that the Board receive, file and accept
<br />with regrets the letter of resignation from Reverend Emery Roy from the Cass County
<br />Social Services Board. On roll call vote, the motion carried unanimously. The Board
<br />set a deadline of April 30th for accepting letters of application for the, position.
<br />

<br />Clarepce Miller, County Director of Tax Equalization, reported on a meeting held
<br />by the North Dakota State Tax Department to inform counties of proposed changes in the
<br />tax laws. He stated that his office will be required to do the sales ratio study, and
<br />also if individual townships do not pass a resolution stating that they intend to have
<br />a certified assessor by January I, 1981, they will no longer have a local assessor
<br />and the responsibility will fall on the County.

<br />On motion by Mrs. Wold and seconded by Mr. Hendrickson, the meeting was adjourned.

<br />Bridge burned
<br />in Sec. 35-36,

<br />, Mr. Grindberg reported that a bridge was burned between Sections 35-36, Barnes
<br />iTownship, while someone was apparently burning the road ditch. It will cost
<br />lapproximately $25,000 to repair the bridge. He stated that the County Sheriff's Office
<br />~s investigating.
