He stated that the <br />County Drain Board will pay 60% of the cost of the project. Mr. Sondrall moved and <br />Mr. Satrom seconded that the County Road Department be authorized to make a channel change <br />and replace a damaged bridge on Drain 40 in Section 35-36, Harwood Township. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Grindberg presented an estimate of $250,000.00 for paving the 2 miles of road <br />,through St. Benedict. The Board felt that due to economic conditions, it would not be <br />'.feasible to blacktop this portion of road. Mr. Hendrickson moved and Mr. Satrom seconded <br />,that the Board is not in a position to do the paving this year on the road leading into <br />St. Benedict. Clarence Miller, County Director :mitted by Duane <br />of Tax Equalization, stated that the abatement was denied by Reed Township, and Mr. Miller Grimstvedt post- <br />also recommended that the abatement be denied for the reason that the Reed Township Boardponed <br />hired a professional appraiser to reassess their properties for the year 1979. After further: <br />discussion, Mr. Miller suggested that Mr. Grimstvedt attend the Reed Township Board of <br />Equalization meeting next week to see if they would make an adjustment on his taxes <br />for this year; and that the County Board postpone any action on the 1979 assessment until <br />after he meets with Reed Township. <br /> <br />Upon the recommendation of the County Director of Tax Equalization, Mr. Hendrickson <br />moved and Mrs. Wold seconded that the Application for Abatement and Settlement of Taxes <br />for Archie and Ina Kyllo be denied. On roll call vote, the motion carried unanimouSly. <br /> <br />Upon the recommendation of the County Director of Tax Equalization, Mr. Satrom moved <br />and Mrs. Wold seconded that Application #3709 for Abatement and Settlement of Taxes <br />submitted by Robert E. Young be approved as recommended by the Everest Township Board <br />in that the assessment be reduced from $4,642 to $1,490. On roll call vote, the motion <br />carried unanimously. <br /> <br />Upon the recommendation of the County Director of Tax Equalization, Mr. Satrom moved <br />and Mrs. Wold seconded that Application #3710 for Abatement and Settlement of Taxes <br />submitted by Robert E. Young be approved as recommended by the Everest Township Board <br />in that the assessment be reduced from $2,000 to $560. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign <br />the Grant Application to the North Dakota Law Enforcement Council for the 4th Probation <br />Officer for the Juvenile Court, at a cost to the County of $8,282.02. On roll call vote, <br />the motion carried with Mr. Satrom opposing. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that Mr. Kermit Bye be appointed <br />to the Board of Directors of the Southeast Mental Health and Retardation Center to replace <br />'Mr. John Nilles for a three year term to expire April 30, 1983. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Satrom seconded that the following Officer's Reports <br />for March, 1980, be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,266.00 <br />$20,751.17 <br />$ 6,467.40 <br />$ 3,048.30 <br /> <br />The Auditor read a letter from the Department of the Interior, Fish and Wildlife <br />Services, regarding the Federal Government's payments to counties for land purchased <br />under the Wetlands Acquisition program. <br /> <br />The Auditor read a letter from the Red River Valley Fair Association informing the <br />Board of a meeting being held this morning. The Board requested the Auditor to write <br />a letter reminding them to take into consideration when scheduling their meetings <br />'that the County Commission meets every Wednesday morning. <br /> <br />Bernie Reynolds, County Planner, reported that he does not know of any funds <br />that would be available for cleaning trees and debris from the Red River.
