REVISED 8/19/02 <br /> <br />PROPOSAL: Security Considerations for Law Enforcement Officers <br />at the Cass County Courthouse and Annex <br />Submitted by Chief Chris Magnus, Fargo P.D, and Sheriff Rudnick <br />July 30, 2002 <br /> <br />~ Any law enforcement agency whose sworn officers require access to the <br /> Cass County Courthouse and/or Annex agrees to provide the Cass County <br /> Sheriff's Office a regularly updated rester that includes the names and photos <br /> of all its sworn personnel who are authorized to enter the Cass County <br /> Courthouse or Annex while armed. This roster sha~l be used by security <br /> personnel to validate building access for visiting law enforcement (LE) <br /> officers. This list may not be released or shared with non-security or law <br /> enforcement personnel except as provided by law. <br /> <br />[] All law enforcement officers are required to present their badge and <br /> department-issued identification to the appropriate County security personnel <br /> in order to enter the Courthouse or Annex while armed. This applies to <br /> off~cers in uniform as well as in plainclothes. <br /> <br /> o Any law enforcement officer must be on a department roster and with proper <br /> identification may not enter the Courthouse or Annex until cleared by the <br /> Cass County Sheriff's Office; or until the law enforcement officer has <br /> surrendered all weapon(s) to County security personnel for safe keeping. <br /> <br /> [] Armed LE officers are required to assist Cass County Sheri~"s Office or <br /> secudty personnel with any security problems or situations while visiting the <br /> Courthouse or Annex. Cass County law enforcement agencies shall provide, <br /> and LE officers are required to participate in, any Courthouse/Annex security- <br /> related training deemed necessary and appropriate by the Sheriff. <br /> <br /> ~ LE officers at the Courthouse or Annex attending civil or criminal proceedings <br /> they are personally involved Ln as civilians (such as divorce or child custody <br /> proceedings) may not bdng weapons of any kind into the facilities, wear their <br /> police uniforms, or display their police badges or IDs while participating in <br /> such proceedings.. Judges or other County employees with valid reason to <br /> believe any officer involved in such proceedings poses a threat to the safety <br /> of the Courthouse or Annex employees may request the Sheriff prohibit that <br /> officer from carrying weapons at any time into these facilities. <br /> <br /> ~ LE officers are not permitted to bdng weapons of any kind into the courtrooms <br /> without the express authorization of the judge, unless they are responding to <br /> an emergency situation. <br /> <br /> [] When it is necessary for a LE officer's weapon(s) to be secured within the <br /> Courthouse or Annex, such weapon(s) must be propedy stored in a <br /> designated gun locker only. <br /> <br /> <br />
