Mrs. Wold moved <br />, and Mr. Sondrall seconded that the County Board of Commissioners go on. record in support of <br />the proposed changes on residency requirements, which Mr. Jensen feels would eliminate <br />some of the legal difficulties at no significant impact on Cass County. On roll call'vote, <br />, the motion carried with Mr. Satrom opposing. <br /> <br />Bernie Reynolds, County Planner, appeared before the Board with Mr. Lee Sprague <br />from the Moore Engineering Company concerning the Plat of North 81-20 Subdivision <br />in Section 15, Reed Township, which is within the two-mile jurisdiction of the <br />City of Fargo. One area of concern was the number of accesses on Highway 81, but <br />Mr. Sprague stated that they are requesting an additional access because the <br />City of Fargo's regulations staterlthat a block length cannot exceed 1300'. <br />Mr. Reynolds stated that the County Road Superintendent had no particular objection <br />to the additional access providing the County would not be responsible for any <br />, of the expense. Mrs. Wold moved and Mr. Satrom seconded that the Chairman be authorized <br />to sign the Plat of North 81-20 Subdivision being in agreement with the comments of the <br />County Planning Commission at their meeting of March 12th, and with the stipulation <br />that the County will bear no responsibility on the cost of the additional access., <br />On roll call vote, the motion carried with Mr. Satrom opposing. <br /> <br />Mrs. Wold moved and Mr.. Satrom seconded that the following Officer"s Reports <br />for February be received and filed: On roll call vote, ,the motion carried unanimous~y. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,558.50 <br />$19,316.06 <br />$ 6,545.30 <br />$ 3,530.88 <br /> <br />The Auditor read a letter from Fargo Mayor Jon Lindgren notifying the Board <br />of a meeting to be held next Wednesday, March 19th, at 9:30 A.M. at the Fargo City Hall <br />regarding the 911 emergency telephone service. Mrs. Wold moved and Mr. Sondrall seconded <br />that a letter be sent to Mayor Lindgren regretting that the Board cannot attend this meeting <br />due to this being scheduled on the regular County Commission meeting day, and requesting <br />that in the future these meetings hot be scheduled for Wednesday mornings due to the <br />Board's interest in this project. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Satrom seconded that Mrs. Lois Sinner be reappointed <br />, to the Board of Directors of the Southeast Mental Health and Retardation Center <br />for a three-year term to expire April- I, 1983. On roll call vote, the motion carried <br />unanimously. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Sondrall, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MARCH 19, 1980 <br /> <br />Chairman Stanton called the meeting to order and upon roll call three members <br />were present, Mrs. Wold and Mr. Sondrall being absent. <br /> <br />Mr. Satrom moved and Mr. Hendrickson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Satrom moved and Mr. Hendrickson seconded that the Chairman be authorized to <br />sign the contract awarding the low bid of Duininck Brothers in the amount of $369,291.53 <br />for the County Road 6 project, which bids were opened at the State Highway Department <br />bid letting in Bismarck on March 14, 1980. On roll call vote, the motion carried <br />unanimously. <br /> <br />Steve Grindberg, County Road Superintendent, stated that the City of Argusville <br />has requested permission to block off a portion of County Road 81 for a street 'dance <br />this summer. Mr. Hendrickson moved and Mr. Satrom seconded that the request to block off <br />County Road 81 be denied for safety reasons but that the County Board accept the <br />recommendation of the County Road Superintendent that the City of Argusville block off <br />County Road 4 instead from the railroad tracks east to Highway .81. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Wilfred Marshall appeared before the Board to state his position on the <br />proposed channel diversion for the County Road 5 project. He felt that the present plans <br />would reduce the flow of water past his land by about one-third of what it is presently. <br />The engineer from Houston Engineering was present and stated that the two culverts <br />which are proposed are adequate according to engineering calculations, and the plans <br />have been approved by the State Highway Department and the Maple River Water Management <br />Board. Mr. Grindberg stated that it is necessary to get the right of way from <br />Mr. Marshall before the project can proceed, and he stated that the project was prepared <br />for letting at one time but had to be postponed and it is not known whether the County <br />could still get funding assistance on this project. Mr. Hendrickson moved and Mr. Satrom <br />seconded that the Board investigate this situation and discuss it further in two weeks. <br />On roll call vote, the motion carried unanimously. <br /> <br /> <br /> <br /> <br />I <br />I , <br />'SoC.
