<br />Mrs. Wold moved and Mr. Sondrall seconded that a gambling permit be issued to
<br />the National Multiple Sclerosis Society - Northland Chapter for a period of 90 days
<br />beginning February 29, 1980. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Satrom moved and Mr. Sondrall seconded that a gambling permit be issued to the
<br />,Kindred Lions Club for a raffle to be held on April 12, 1980, at the Kindred School.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />, Upon the request of Art Lleb, Juvenile Supervisor, Mrs. Wold moved and Mr. Satrom
<br />seconded that Mr. Lieb be authorized to attend a seminar in Denver on March 23 - 26, 1980,
<br />~t a cost to the County of approximately $150.00. On roll call vote, the motion carried
<br />unanimously.
<br />
<br />Mr. Lieb presented the annual report of the Juvenile Detention Center.
<br />
<br />Mr. Lieb also brought up the matter of keeping offices open during noon hours.
<br />Since the telephone in Mr. Lieb's office is answered 24 hours per day, the Board stated
<br />that this was their main concern. Bonnie Johnson from the Child Support Enforcement Unit
<br />stated that she is concerned-' abou~ the security in the rest of the building if she were
<br />to keep someone in her office at all times. She stated that she did stay open
<br />the first week after receiving the Board's notice but did not receive any phone ~alls
<br />during the noon hour since most of her daily business is by appointment. Since Mr. Lieb's
<br />telephone is answered 24 hours per day, the Board suggested that these two departments
<br />continue to operate as in the past. '
<br />
<br />Architect Richard Moorhead presented preliminary plans and drawings of the proposed
<br />Courthouse addition. He stated that he has reviewed the plans with the City Fire Marshall
<br />and with the City Building Inspector and has received preliminary approval from both.
<br />Mr. Moorhead stated that he hopes to have the plans completed for bid opening
<br />about May 15th.
<br />
<br />Mr. Satrom moved and Mrs. Wold seconded that the Board intends to proceed with
<br />the construction of the Courthouse addition as funds become available; and specifically,
<br />the Board intends to let bids this spring for the shell of the building. On roll call
<br />vote, the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Satrom seconded that the following Monthly Reports for
<br />January be received, and filed: On roll call vote, the motion carried unanimously.

<br />Upon the recommendation of the States Attorney, Mrs. Wold moved and Mr. Satrom
<br />seconded that the Board receive and file the .Order from Judge John O. Garaas vacating
<br />the Writ of Mandamus in the bridge suit by the City of Fargo vs. Cass County.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />The States Attorney reported that she has a problem in her office with the
<br />Board's recent memorandum regarding noon hours. The Board suggested that she
<br />investigate the cost of a telephone recording system:

<br />Committee Reports were given.
<br />
<br />The Auditor received a letter updating the values of the buildings and contents
<br />at the Red River Valley Fairgrounds. A letter was also received from Bob Rust,
<br />the County's insurance adviser, recommending that the County Commission increase the
<br />insurance coverages according to the schedule furnished. Mrs. Wold moved and
<br />Mr. Satrom seconded that the Board increase the insurance coverage at the Fairgrounds,
<br />at an additional cost of $3,356.00 per year. On roll call vote, the motion carried
<br />unanimously.

<br />On motion by Mrs. Wold and seconded by Mr. Satrom, the meeting was adjourned.
