S894 PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Chm. auth. to sign contract wi th Wanzek Constr. for bridge in Reed The County Road Superintendent received the proposed contract with Wanzek Construction for the bridge construction between Sections 30-31, Reed Township. Mrs. Wold moved iand Mr. Satrom seconded that the Board accept the low bid of Wanzek Construction, Inc., land that the Chairman be authorized to sign the contract. The motion carried on a T.iroll call vote with all members v::;oting "Aye". I ! City of Riverside Upon the request of Jeff Volk from the Moore Engineering Company, Mrs. Wold moved to use Co. R/W land Mr. Hendrickson seconded that the County grant permission for the City of Riverside for installing ito go on County right of way to install street lighting on their property, with no street lighting ! financial responsibility on the part of the County for installation or maintenance. Resolution of support to Lake Agassiz--grant appl. to FHA to study energy conservation Abate. for Klitzke Bros. referred to Pleasant Twp. Upon the request of Beth Grosen from the Lake Agassiz Regional Council, iMr. Hendrickson moved and Mrs. Wold seconded that the Board approve the resolution iof support and authorize the Chairman to sign their grant application to the ; Farmers Home Administration in the amount of $25,000.00 for a one-year assessment of ,where the largest amounts of energy are being consumed in this region and to work with I local officials on energy conservation, this to be at no financial obligation to the County. iThe motion carried on a roll call vote with four members voting "Aye", Mr. Satrom opposing. ! Discussion was held regarding the vacancy on the Board of Directors of the I Garrison Diversion Conservancy District due to the resignation of Mr. E. M. Gregory. Cynthia Rothe, States Attorney, reported on a copy of a letter she received from the legal counsel for the North Dakota State Water Commission written to Commissioner Hank Hendrickson pertaining to the possible appointment of Mr. Hendrickson to the Garrison Diversion Board. The States Attorney also discussed the matter with the Attorney Ge~eral's Office and according to them and the legal counsel for the State Water Commission, the Board could appoint Mr. Hendrickson to fill the vacancy. But she stated that there are other issues involved since Mr. Hendrickson's term on the County Commission and the term on the Garrison Diversion Board will expire at the same time. Mr. Hendrickson's name could not be listed on the election ballot for both offices. Mr. Satrom moved that the Board appoint Lawrence Baarstad to fill the vacancy on the Garrison Diversion Board. Mrs. Wold seconded the motion for discussion. i I The County Auditor read letters from Ralph E. Cameron, Harry Warner and I' Duane Breitling recommending the appointment of Mr. Hendrickson to Garrison Diversion. Mr. Ken McIntyre was present and also recommended that the Board appoint Mr. Hendrickson. I I , i I I I I I I I I I ! , i I I i I I I Mr. Morrie Madson was present and stated that Mr. Baarstad is well-acquainted with the actions of the Garrison Diversion Board and would be well-qualified for the position. Mr. Hendrickson stated that he would have no intentions of seeking re-election for another term on the Cass County Commission.
