The County Road Superintendent stated that he would like to have a survey <br />made and to check with the appropriate water management board before changing any <br />waterway openings. Mr. Siebels asked the Commission to view the area before meeting <br />with the Water Management Board. <br /> <br />Representatives of the Fargo Public School Administration appeared before the Board <br />to request the County to consider paving the remaining parking lot area to the west of the <br />Juvenile Justice Center which is used by the school administration for parking. <br />Mr. Sondrall requested that Mr. Grindberg obtain separate cost estimates on paving the <br />portion used by the School Administration and on the remaining area that is not <br />presently blacktopped. <br /> <br />Mr. Reuben Borud appeared regarding bridges in need of repair at 2 locations in <br />Dows Township. Mr. Grindberg stated that the County received disaster funds to repair <br />the bridge in Section 3 on the County line. Mr. Borud felt that the bridge between <br />Sections 9-10 could be replaced with a metal culvert because the bridge washes out <br />about every year. Mr. Grindberg stated that the County will receive about $3,000 in <br />disaster funds on this bridge, but he would like to make a survey on the water-way opening <br />and obtain cost estimates on replacing the bridge. <br /> <br />Bids were opened at 10:00 A.M. for the purchase of County Insurance. A copy of a <br />letter addressed to the States Attorney from the State Fire and Tornado Fund was read <br />waiving the requirement for them to furnish a bidder's bond. Bids were received <br />from the following: <br /> <br />Dawson Insurance Agency <br />State Fire and Tornado Fund <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the bids for County Insurance <br />be referred to the County Auditor for examination and recommendation. The motion carried <br />on a roll call vote with all members voting "Aye". <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that Gordon Sletmoe, Disaster Emergency <br />Services Director, be authorized to attend a Local Program Management Seminar in Bismarck <br />on July 31 through August lst and 2nd. The motion carried on a roll call vote with all <br />members voting "Aye". <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that a resolution be adopted and <br />copies sent to Senators Young and Burdick urging that the United States Senate not allow <br />the proposed cut in North Dakota's 'share of Land and Water Conservation Funds, whereby 70% <br />of all future requests for funding would be rejected. The motion carried on a roll call <br />vote with all members voting "Aye". <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the Indemnity Bond on Lost Instrument <br />for Richard Asphalt Refining Company be received, filed and the Auditor authorized <br />to issue a duplicate check. The motion carried on a roll call vote with all members <br />voting "Aye". <br /> <br />On motion by Mrs. Wold and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 1, 1979 <br /> <br />Chairman Satrom called the meeting to order and upon roll call, all members were present <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Satrom received a letter from the North Dakota Parks and Recreation Department <br />stating that the Cass County Campsite project at the Fairgrounds was increased from <br />$120,000.00 to $160,000.00; and the fund assistance was increased from $60,000.00 to <br />$80,000.00. <br /> <br />The Chairman read a letter from Senator Milton Young acknowledging receipt of the <br />County's resolution of July 25th concerning Land and Water Conservation Funds. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Board submit the name of <br />Mrs. Stanton for nomination to the Min-Dak Health Systems Agency Council. The motion <br />carried on a roll call vote with Mrs. Stanton opposing. <br />
