Motion carried. <br /> <br />The County Road Superintendent stated that Roger Fenstad from the Moore Engineering <br />Company will be present concerning the survey made of the drainage along County Road 17 <br />north of West Fargo. The Auditor read a letter from Daniel R. Twichell, Secretary of the <br />Southeast Cass Water Management District, stating that it is the opinion of the , <br />water management board that the culvert requested under County Road 17 in the NE~ of <br />Section 30, Reed Township, should be installed for the reason that there was a culvert <br />at that location prior to the paving of the highway. Mr. Fenstad stated that there are <br />the same number of culverts as there were before the road was paved, but the location <br />of one culvert was changed. Mr. Hendrickson moved and Mrs. Stanton seconded that <br />Steve Grindberg be authorized to obtain an estimate from a contractor on the cost of <br />boring under the road and the cost of a 24" metal culvert. The motion carried on a roll <br />vote with all members voting "Aye". <br /> <br />Several persons appeared later in the morning expressing concern over installing this <br />proposed culvert under County Road 17 in Reed Township, as they own the land on the east <br />side of the highway. The Board informed them that the County Road Superintendent will be <br />'obtaining a cost estimate and that they express their concern to Mr. Grindberg. <br /> <br />Roger Fenstad reported that the,contractor intends to complete the County Road 31 <br />bridge around the 1st of August. <br /> <br />Upon the recommendation of the County Director of Tax Equalization, Mrs. Wold moved <br />and Mr. Hendrickson seconded that the Application for Abatement and Settlement of Taxes <br />for Jerome B. Halvorson be rejected for the reason that the assessment does not appear <br />to be excessive in relation to the assessments of comparable property in Noble Township. <br />The motion carried on a roll call vote with all members voting "Aye". <br /> <br />Upon the recommendation of the County Director of Tax Equalization, Mr. Hendrickson <br />moved and Mrs. Stanton seconded that the Application for Abatement submitted by C. Lloyd and <br />,Devonna Flath be rejected for the reason that an abatement on the same property was granted <br />on March 7, 1978; and a further reduction would be inequitable and unjust to other property <br />owners. Mr. Flath was present for the hearing and stated that he feels he would be the <br />highest taxed person in Buffalo and in surrounding towns if this abatement is not allowed. <br />Mr. Miller stated that he reviewed some of the other assessments and there are some real <br />inequities in the City of Buffalo but lowering Mr. Flath's tax would not correct anything. <br />The motion to reject the abatement application carried on a roll call vote with all <br />members voting "Aye". <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the Applications for Abatement and <br />Settlement of Taxes submitted by Lyle Roesler, DelphinRoesler and Kent Roesler be granted <br />in accordance with the recommendation of the County Director of Tax Equalization. <br />The motion carried on a roll call vote with all members voting "Aye". <br /> <br />Mr. Sondrall moved and Mrs. Wold seconded that the Application for Abatement and <br />Settlement of Taxes submitted by Don Reierson be granted in accordance with the <br />recommendation of the Director of Tax Equalization. The motion carried on a roll call vote <br />with all members voting "Aye". <br /> <br />Bids were opened at 10:00 A.M. from W. W. Wallwork and from Red River International <br />for trucks for the County Road Department. The representative from Red River International <br />informed the Board that he was not able to obtain the bid bond in time to submit it <br />with the bid this morning, but he will be receiving it from Chicago by Friday. The bid <br />from W. W. Wallwork on the lease-purchase of a single-axle truck contained figures <br />which were in excess of the actual bid, and a representative was present and changed <br />the figures stating that it was an error in typing. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the above bids for trucks <br />be referred to the County Road Superintendent for tabulation, and that Mr. Grindberg <br />contact the States Attorney on the technicalities.
