<br />5862 <br /> <br /> <br /> <br /> <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Federal Revenue <br />Sharing--public <br />hearing held on <br />proposed expend- <br />itures. <br /> <br />Office Space-- <br />Plans and cost <br />courthouse <br />addition <br /> <br />A hearing was held at 11:00 A.M. for the purpose of having local citizens and groups <br />present comments on how they think the following year's Federal Revenue Sharing money should <br />be spent. Those present were Mr. Hank Weber, Joe Peltier, Ralph Cameron and Harry Warner <br />and they asked that Revenue Sharing money be spent in the rural areas on the roads and bridge <br />which are in need of repair. <br /> <br />Architect Richard Moorhead presented the plans which they have drawn to date for the <br />of proposed office addition to the Courthouse. If the bids could be let this fall, the estimate <br />icost of the new construction would be l.l million dollars in addition to approximately <br />1$565,000 in remodeling cost on the present Courthouse. An item will be placed on the agenda <br />!for next week to discuss possible funding sources. <br />, <br /> <br />On motion by Mrs. Wold and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JUNE 20, 1979 <br /> <br />Chairman Satrom called the meeting to order and upon roll call, all members were present <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the minutes of the previous meeting <br />,be approved as written. Motion carried. <br /> <br />Cass Co. Electric Mrs. Stanton moved and Mrs. Wold seconded that the Chairman be authorized to sign the <br />--utility permit utility permit with Cass County Electric to bury cable along County Road 21 south of St. <br />on C-21 signed. Benedict. Motion carried. <br /> <br />NW Bell--utility <br />permit on C-3l <br />signed. <br /> <br />Culverts under <br />C-17 N of W.F. <br /> <br />Mr. Sondrall moved and Mrs. Stanton seconded that the Chairman be authorized to sign the <br />utility permit with th~ Northwestern Bell Telephone Company to bury cable in Section 35, <br />Wiser Township, along County Road 31. Motion carried. <br /> <br />Mr. Grindberg reported on a meeting held wrth the Southeast Cass Water Management Board <br />concerning the request for additional culverts under County Road 17 north of West Fargo. <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the County Road Superintendent be <br />authorized to hire an engineering firm to make a drainage survey of the area to be sure that <br />the present culverts are sufficient. The motion carried unanimously. <br /> <br />Bridge in Dows Mr. Sondrall reported on a telephone call he received about a bridge in Dows Township on <br />Twp--federal aid the County line. Mr. Grindberg stated that Cass County is responsihle for the structures on <br />for repairs. the County line, and this bridge was damaged during the flood and the County will be receivinc <br />Federal aid to repair it. <br /> <br />St. Hwy.Dept.-- <br />Public hearing <br />to be held. <br /> <br />Road project-- <br />C-4 near <br />Argusville. <br /> <br />A letter was received from the North Dakota Highway-Department concerning a public <br />hearing to be held on July 10, 1979, at 1:30 P.M. at the VFW Club in Enderlin on the proposed <br />removal to two existing bridges and the construction of replacement structures on State <br />Highway 46 at the Maple and Wild Rice Rivers. <br /> <br />Mr. Sondrall reported that he received two telephone calls regarding the condition of <br />County Road 4 near Argusville. Mr. Grindberg reported that a portion of the road was washed <br />out due to the spring flooding and the County crews have been regrading the road but were <br />not able to gravel it as yet. <br /> <br />Bridge Petition-- Mr. Alden Rensvold appeared before the Board represented by Attorney Bruce Carlson re- <br />disc. on bridge g:ardingabridge petition in the West" of Section 23, Noble Township. Mr. ~arlson stated <br />in Noble Twp. that Noble Township submitted a bridge petition about a year ago, and Mr. Gr~ndberg stated <br />that there was a question on whether it is a County bridge or a private bridge. However, <br />Mr. Carlson stated that this is Mr. Rensvold's only access to his farmstead. The Board will <br />discuss this' situation with the States Attorney and place the matter on the agenda for next <br />Wednesday. <br /> <br />Plat of Holmen's <br />4th Subd. signed <br /> <br />Soc. Service <br />Board-- 8 names <br />submitted <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign the <br />Plat of Holmen's 4th Subdivision in Section 7, Stanley Township, subject to the restrictions <br />placed on the plat by the County Planning Commission at their meeting of June 13, 1979. <br />Motion carried. <br /> <br />Mr. Sondrall moved and Mrs. Stanton seconded that the following 8 names be submitted in <br />alphabetical order to the State Social Service Board for the 4 terms which expire July 31, <br />1979, on the County Social Service Board: Clair E. Berg, Mrs. Jackie Brodshaug, Mr. Gerald <br />Hagensen, .Mrs. Francis Hartl, Richard Hilborn, Mrs. Lynn Kaiser, Mr. Emery J. Roy and Mrs._ <br />Charlotte Rufer. Motion carried. <br /> <br />Fgo. Comm. Health Memeers of the Fargo Community Health Department appeared before the Board to present <br />--1979-80 budget. the proposed 1979-1980 budget for the County's purchase of health services for the rural area" <br /> <br />Office Space-- <br />disc. on funds. <br /> <br />Plat of Windsor <br />Green Subd. <br />signed. <br /> <br />The County Auditor discussed finances for the proposed addition to the Courthouse and <br />remodeling costs. Under State law, counties can ask for up to 3 mills for up to 6 ye~rs for <br />extra-ordinary cash outlays by putting it to the vote of the people. He stated that ~f the <br />County were to use $500,000 of Federal Reven~e Sharing mone~, ~he Board could ask the voters <br />for a 3 mill levy for 4 years which would ra~se about 1.2 m~ll~on dollars. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the Chairman be authorized to sign <br />the Plat of Windsor Greed Subdivision in Section 29, Barnes Township, subject to the restric- <br />tions placed on the plat by the County Planning Commission at their meeting of June 13, 1979. <br />Motion carried. <br />
