<br />Mrs. Stanton moved and Mrs. Wold seconded that the Chairman be authorized to sign
<br />the Grant Award and Acceptance from the Law Enforcement Council for the Work Release
<br />Coordinator at the County Jail. Motion carried.

<br />Upon the recommendation of the committee on code revisions, Mrs. Stanton moved and
<br />Mr. Hendrickson seconded that the Board of Cass County Commissioners set the fOllowing fees
<br />for sewage installations to be effective May 1, 1979, when the revised codes will
<br />become effective: $100.00 annual license fee and a $4,000.00 bond for on-site sewage
<br />disposal installers and pumpers; a $30.00 fee for individual sewage systems, a $20.00 fee
<br />for alterations to the system and $100.00 for community sewage systems. Motion carried.
<br />
<br />Mr. Brumfield stated that he made a survey of the flood situation in many of the
<br />rural subdivisions. The Commissioners stated that they would like to view these subdivisions
<br />with Mr. Brumfield after the rivers have reached their predicted crest.

<br />Mrs. Stanton moved and Mr. HendrickSon'" seconded that the following reports for

<br />Letters were received from Congressman Mark Andrews concerning funding for the
<br />Safer Off-Systems Road Program.

<br />Mrs. Stanton moved and Mrs. Wold seconded that Applications for Abatement and
<br />Settlement of Taxes submitted by Delphin D. Roesler, Kent Roesler and Lyle Roesler
<br />be received, filed and referred to Leonard Township. Motion carried.
<br />
<br />Attorney Jonathan Garaas explained the proposed lease agreement between the
<br />Red River Valley Fair Association and Cass County as- lessors and the Cass County Board
<br />of Park Commissioners as lessee for the proposed campsite at the fairgrounds.
<br />Mr. Hendrickson moved and Mrs. Stanton seconded that the Chairman be authorized to sign
<br />the lease agreement for the campsite, subject to insertion of the following on the amount
<br />of liability insurance: "minimum amount as required by Cass County in its normal
<br />insurance coverage". Motion carried.
<br />
<br />On motion by Mr. Hendrickson and seconded by Mrs. Stanton, the meeting was adjourned.

<br />Chairman Satrom called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />The County Road Superintendent reported that there has been a lot of damage on
<br />Township and County roads due to flOOding, but the Road Department cannot begin
<br />to repair these roads at this time.
<br />
<br />
<br />Gordon Sletmoe, Disaster Emergency Services Director, gave a preliminary estimate
<br />of $2,098,305.00 in flood damages throughout the County received to date.
<br />
<br />Richard Moorhead, Architect for the Courthouse office space project, appeared to review
<br />their progress made thus far. Assistant States Attorney Joe Turman was present regarding
<br />the proposed Owner/Architect agreement. The Board asked Mr. Turman to further discuss
<br />the proposed agreement with Architect Richard Moorhead, and bring it back to the Board
<br />next Wednesday.
