Johnson <br />in order for the City <br />Motion carried. <br /> <br />of the City of Cassel ton, Mrs. Wold moved and Mrs. Stanton seconded <br />be appointed to the Casselton Planning and Zoning Commission <br />to exercise their ~-mile extra-territorial jurisdiction. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Indemnity Bond on Lost Instrument <br />for the Leonard Fire District be received and filed, and the Auditor be authorized to <br />issue a duplicate check. Motion carried. <br /> <br />- Charles Ballard, Mayor of Kindred, appeared to request the County to install a <br />flashing light signal on County Road 15 on the north edge of Kindred. The Board suggested <br />that Mr. Ballard contact the County Road Superintendent, and Mr. Grindberg can report <br />to the Board next week. <br /> <br />Discussion was held with representatives of the Casselton and the Kindred-Davenport <br />Airport Authorities concerning the proposed Regional Airport Authority. The Board <br />invited them to attend the open meetings between the Cities of Fargo and Moorhead and <br />Cass and Clay Counties. <br /> <br />Mr. Ed Steffes appeared before the Board concerning the building he is constructing <br />tat West Fargo for the ASCS office. Walt Ness, County Extension Agent, had previously <br />suggested to the Board that one agricultural agent be located in the new ASCS building <br />to better serve the farmers. The Board informed Mr. Steffes that they could not make <br />any further commitments for leasing space at this time. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 18, 1979 <br /> <br />Chairman Satrom called the meeting to order and upon roll call four members were <br />present, Mr. Sondrall being absent. <br /> <br />Mrs. Stanton moved and Mrs. Wold'seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the recommendation of Gordon Sletmoe, Disaster Emergency Services Director, <br />iMr. Hendrickson moved and Mrs. Stanton seconded that the following resolution <br />be adopted: Motion carried. <br /> <br />WHEREAS, Cass County, North Dakota, is suffering damage to roads, bridges, culverts, <br />'farmlands, homes, businesses and other public facilities caused by flooding due to <br />excessive spring run-off occuring in April, 1979; and <br /> <br />WHEREAS, the cost of cleanup, repair and replacement of such damaged facilities <br />is far in excess of Cass County resources available; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Cass County Commissioners of <br />Cass County, North Dakota, declare this to be a disaster area. <br /> <br />Dated at Fargo, North Dakota, this 18th day of April, 1979. <br /> <br />Mr. Sletmoe reported that he brought in more sandbags due to the extensive rise <br />of the rivers caused by spring thawing. <br /> <br />A delegation appeared from the Absaraka area to present petitions for blaCktopping <br />County Road 32 from Absaraka west 7~ miles to State Highway 38. A map was also presented <br />showing the landowners along the road and indicating in yellow which landowners have <br />already agreed to deed additional right of way to the County to upgrade that road. <br />They were not able to contact everyone, but felt that more people would be willing to deed <br />the necessary right of way to the County for a blacktopped road. Mrs. Wold moved and <br />Mrs. Stanton seconded that the petitions and map be received and filed and the matter <br />be discussed with the County Road Superintendent next week. Juvenile Suprv. <br />Council for the 4th Probation Officer. Motion carried. i for 4th Probation <br />! Officer and for <br />: Detention Center <br />staff <br /> <br />Upon the request of the Juvenile Supervisor, Mrs. Wold moved and Mr. Hendrickson <br />seconded that the Chairman be authorized to sign the Grant Application to the <br />Law Enforcement Council for the final year of the Detention Center Staff Grant. <br />Motion carried. <br /> <br />The Board asked Mr. Lieb to schedule a time when they could meet in his office with the <br />4th probation officer and with the County Social Service staff members who also work <br />,with child abuse cases. <br /> <br /> <br /> <br /> <br />
