Ito discuss the proposed Regional Airport Authority. He stated that the rural airport <br />!authorities would like to meet with the County Commission and the Fargo Airport Authority. <br />iHe felt that a lot of rural areas feel they owe something to the Fargo Airport Authority, <br />[but probably not to the extent of 4 mills. Motion carried. <br /> <br />Rd. Supt. reports I The County Road Superintendent reported that several roads in the County are in <br />on road condo i poor condition and in need of gravel when the weather permits. <br />I <br />Corres. from Atty.: The County Auditor reported that he has not received the petition from Gaylen Nudell <br />Breitling re: i requesting the closing of a section line road in Sections 5 and 6, Howes Township; <br />req. Board recd. I but the Auditor did receive a letter from Attorney Duane Breitling enclosing a copy <br />from Gaylen NudelIof a law suit against Gaylen Nudell over drainage in the area of this road. Mr. Breitling <br />for permission to ! stated that it was the intent of a settlement to reduce the drainage but it appears that <br />close sec. line !Mr. Nudell's attem~t to vacate that road would continue to cause a great deal of water <br />road Ion Loren Nudell's land on the other side of Interstate 94. Mrs. Wold moved and <br />,Mrs. Stanton seconded that the Board receive and file the correspondence from <br />iAttorney Breitling. Motion carried. <br /> <br />I Attorney Jonathan Garaas appeared before the Board with several members of the <br />IRed River Valley Fair Association. Mr. Garaas outlined the history of transactions <br />ipertaining to the ownership of the land, which he was requested to do for the purpose <br />iof the County Park Board constructing a recreational vehicle campsite. Upon the recommenda- <br />I tion of Mr. Garaas, Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman and the <br />iAuditor be authorized to sign the deed from Cass County to the Red River Valley Fair <br />I Association and then sign the deed from the Red River Valley Fair Association back to <br />I Cass County with the stipulations set forth in a prior judgement. In discussion, <br />!Mr. Sondrall stated that he feels the County Commission 9hould be represented on the <br />iFair Board by its Chairman and its Vice Chairman. Mr. Clair Berg stated that the <br />iFair Association is considering representation from the County Commission on the Fair Board, <br />: and he also feels that each member of the County Commission should be notified personally <br />iof all Fair Board meetings. Motion carried. <br /> <br />be referred to the <br /> <br />i and <br />I was <br />! the <br />I <br />i <br /> <br />Discussion was held on the "Proposed Rules and Regulations Governing the Installation <br />Use of On-Site Sewage Disposal Systems for Cass County, North Dakota". A public hearing <br />held by the County Planning Commission this morning and they took action to recommend <br />adoption of said rules and regulations by the County Commission. <br /> <br />Officer's <br />for March <br /> <br />i Mrs. Wold moved and Mrs. Stanton seconded that the Cass County Commission adopt <br />i the "Rules and Regulations Governing the Installation and Use of On-Site Sewage Disposal <br />I Systems for Cass County, North Dakota" as recommended by the County Planning Commission. <br />! Discussion followed after which the motion was carried on a roll call vote, with <br />iMr. Satrom opposing. According to North Dakota Century Code, the County Auditor stated <br />i that these regulations will become effective after 3 publications of a Notice of Adoption <br />II in the official newspaper. Therefore, the regulations will become effective on May 1, 1979. <br /> <br />Reports I.
