<br />Upon the recommendation of the plumber and the County buildings and grounds superinten-
<br />dent, Alton Johnson, Mr. Sondrall moved and Mrs. Stanton seconded that a letter be written
<br />'to the Architect on the jail remodeling project demanding that the shower heads be repaired
<br />by the contractor because they have not been working properly since they were installed.
<br />Motion carried.

<br />Mr. Sondrall discussed repairing the air conditioner in the County Social Service
<br />Office which will be reimbursed by the State Social Service Office.
<br />
<br />Jerry Anderson from the Otter Tail Power Company at Wahpeton presented a request for
<br />:renewal of their right of way resolution with the County. He stated that if the County
<br />iwere going to improve and widen a road, Otter Tail would pay the cost of moving their
<br />:poles if they are within County road right of way. But if the poles are on private
<br />iright of way which Otter Tail has purchased from the landowner, then the County would be
<br />Tesponsible for the costs. Mrs. Wold moved and Mrs. Stanton seconded that the Chairman
<br />be authorized to sign the Right of Way Resolution with the Otter Tail Power Company.

<br />Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton
<br />moved and Mrs. Wold seconded that Application for Abatement and Settlement of Taxes for
<br />'Reverend A. L. Stenberg be approved as submitted. Motion carried.
<br />
<br />Upon the recommendation of the Director of Tax Equalization, Mrs. Stanton moved and
<br />'Mrs. Wold seconded that Application for Abatement and Settlement of Taxes for Henry and
<br />:Delores Huber be approved as submitted. Motion carried.

<br />Upon the recommendation of the Director of Tax Equalization, Mr. Sondrall moved and
<br />'Mrs. Wold seconded that Application for Abatement and Settlement of Taxes for Otto Holmen
<br />be approved as submitted. Motion carried.
<br />
<br />Regarding the Application for Abatement and Settlement of Taxes for Charles R. Alley
<br />which was denied by the City of Casselton, the County Director of Tax Equalization
<br />,recommended that the County Board allow a reduction in the assessed value from $6,206
<br />to $5,500. Mr. Miller further recommended that in the year 1979 that all assessments
<br />in the County represent 8,current realistic market value and that a ratio of 10% be applied
<br />:to the current market value to arrive at ~he assessed value. Mr. Charles Alley was present
<br />and felt that he should receive a larger reduction than Mr. Miller recommended, according
<br />to a comparison sheet which he prepared on similar property in the City of Casselton.
<br />However, Mr. Miller stated that since this is rental property, it is taxed at a somewhat
<br />higher rate. Mrs. Stanton moved, and Mrs. -WOld seconded that the Board accept the
<br />recommendation of the County Director of Tax Equalization. Motion carried.

<br />Mrs. Stanton moved and Mrs. Wold seconded that the following monthly reports
<br />'for December, 1978, be received and filed: Motion carried.

<br />Mrs. Wold moved and Mrs. Stanton seconded that Vouchers No. 58,084 through
<br />No. 58,654 be approved and ordered paid. Motion carried.
<br />
<br />Upon the request of the City of Briarwood, Mrs. Stanton moved and Mr. Sondrall
<br />seconded that Homer E. Berglund be appointed to the City of Briarwood Planning and
<br />'Zoning Commission from the ~ mile extra-territorial area. Motion carried.
<br />
<br />Motion was made by Mrs. Stanton, seconded by Mr. Sondrall and carried that the Board
<br />,receive and file the correspondence from Daniel R. Twichell, Secretary of the
<br />Southeast Cass Water Management District, enclosing a copy of his letter to Vernon Fahy
<br />of the State Water Commission explaining that they have a contract for a complete
<br />clearing and snagging of the Sheyenne River within Cass County. He 'stated that the
<br />progress of the contract has been excellent and there is a good chance that they will
<br />be able to complete all of the work this winter.
<br />
<br />Richard Hilborn, Mrs. Ken McIntyre, William Hill, John Stockman and James Reed
<br />appeared before the Board as members of the County Office Space Study Committee which
<br />was established by the Board of County Commissioners to again encourage the County
<br />to purchase the Emerson-Smith School Building at 1104-2nd Avenue South rather than
<br />consider new construction. They felt the Emerson-Smith building would be the most
<br />,economical approach to the County's space needs. But efficiency-wise, the County Commission
<br />stated that there would be a problem in separating the County offices in the Courthouse
<br />and also the matter of the records that are stored underneath the jail which are referred to
<br />quite often by several offices. The Commissioners stated that they will be interviewing
<br />architects again this aftBrnoon, and they invited the members of the Office Space Study
<br />Committee to attend. Mr. Satrom thanked the committee members for the time they spent and
<br />for the work they have done, but he stated that the County Commission would be amiss if they
<br />did not investigate other areas themselves.

<br />On motion by Mrs. Wold and seconded by Mrs. Stanton, the meeting was adjourned.
