" <br /> <br />Board of County Commissioners of Cass County, North Dakota, having received from the <br />election officials of the City of Frontier, Cass County, North Dakota, an election return <br />affidavit and verification showing the number of votes cast for incorporation of <br />,Frontier, Cass County, North Dakota, to be in number, 35, and the votes cast against <br />incorporation to be in number, 23, and having canvassed said return; and the results of the <br />~anvas and the election having been entered upon the minutes of the proceedings of said <br />Board of County Commissioners; and it appearing that a majority of the votes cast <br />at the election favored incorporation, IT IS HEREBY ORDERED: <br /> <br />The territory described in the petition is hereby declared to be incorporated <br />as a city under the council form of government to be named the City of "Frontier" <br />iwhich name was prayed for in the petition. <br /> <br />A copy of this order shall be entered in the minutes of the proceedings of the <br />Board of County Commissioners of Cass County, North Dakota, and a certified copy of such <br />order shall be filed for record in the office of the Register of Deeds of Cass County <br />and a certified copy shall be filed in the office of the Secretary of State as required <br />by North Dakota Century Code Section 40-02-12. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that the Chairman be authorized to sign <br />the resolution setting the date of March 6, 1979, at the Ervin Haman residence for the <br />election of officers for the City of Frontier; and that Barbara Haman be the temporary <br />acting City Auditor for the City of Frontier to accept nominations for the initial election <br />of officers. Duane <br />to consider hiring Mr. Duane Breitling as a special Assistant States Attorney to handle ~reitling hired <br />the law suit over bridges in the City of Fargo. She stated that her office is !as special Asst. <br />understaffed at this time and she has a murder trial coming up at the end of the month. ;St. Atty. to <br />Mr. Sondrall moved and Mrs. Stanton seconded that the Board accept the recommendation represent Co. on <br />of the States Attorney to hire Duane BreLtling as a special Assistant States Attorney !City of Fargo <br />to defend the County in the bridge sult. The motion carried with Mr. Hendrickson opposing. Fridge law suit <br /> <br />Upon the request of the Veterans Service Officer, Mrs. Stanton moved and Mr. Hendrickson~eteran's Tax <br />seconded that the name of Peter Janus~hitus be included in the list of Veteran's Tax !Exemption apprvd. <br />Exemptions for Lots 18, 19 and 20 of Januschitus Subdivision in Stanley Township, :for Peter <br />which list was approved by the Board on January 10th. Motion carried. IJanuschitus <br />i <br /> <br />11978 Farm Census <br />!proclama tion <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the following Farm Census Proclamation <br />be adopted: Motion carried. <br /> <br />Because the economy of Cass County benefits greatly from farming, the County's <br />:presiding officials bring to,the attention of all county residents the 1978 Census <br />,of Agriculture. <br /> <br />Whereas, the farm census is the source of accurate information on the number of farms <br />and farm operators in our county; <br /> <br />Whereas, it is also the source of information about our basic agricultural assets; <br /> <br />Whereas, it also provides accurate data on farm sales as well as farm production costs <br />in our county; <br /> <br />And whereas, many business decisions made by the County's farmers, as well as those <br />who do business with them, depend heavily upon accurate benchmark data from the <br />Census of Agriculture; <br /> <br />Now, therefore, be it resolved that ;the county's presiding officials urge all <br />: farm operators to fill out and return promptly the farm census questionnaires they have <br />received in the mail and thus help to make the 1978 census the most successful in a series <br />of 21 farm census counts which began in 1840. <br /> <br />Adopted by the Board of Cass County Commissioners this 17th day of January, 1979. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Board approve the appointments <br />made by County Judge Michael McGuire for Doris Flaig as Clerk of the County Court, <br />Linda Rogers as Second Deputy of the Criminal Division and Ruth Brant as Second Deputy <br />of the Civil, Small Claims and Mental Division. Motion carried. <br /> <br />The Auditor reported on the County's allocation of CETA funds for 1979.
