MEMORANDUM <br /> <br />TO: <br /> <br />Cass County Commission <br /> <br />FROM: <br /> <br />Keith Bemdt, Cass County Engineer <br /> <br />DATE: August 1, 2002 <br /> <br />SUBJECT: <br /> <br />Acquisition of Emergency Levy/Greenway Properties near <br />Forest River. <br /> <br />I'd like to discuss this item with the Cow_mission as a supplement to <br />Monday's agenda topic regarding an update to the flood lot acquisitions <br /> <br />I've had the t~vo properties where the County's 2001 emergency levy was <br />constructed appraised, surveyed, and negotiated an agreement for <br />acquisition. These properties are adjacent to the Red River and consistent <br />with our Greenway Plan regardless of the future of the emergency levy. <br />We've surveyed out a i00 foot levy right of way strip to pnrchase with local <br />funds to preserve the option of making the levy permanent. <br /> <br />The State Division of Emergency Management and FEMA have agreed to <br />allow the use of FEMA funds for the 85% of the acquisition costs from <br />remaining 1997 grant funds. The 15% local match as well as 100% of the <br />100 foot right of way strip require local funding. Total purchase price is <br />$I74,672. Total local funding required is: <br /> <br />15% of non-levy- righbof-way land <br />100% of levy right of way <br /> Total local funds <br /> <br />$20,894 <br />$34,778 <br />$55,762 <br /> <br />Last year $400,000 was transferred from the emergency fund to the road <br />fund to cover Non-reimbursed costs from the 2001 flood. I would propose <br />using some of these funds to pay the $55,762 required to purchase these <br />properties as well as any additional incidental costs associated with the <br />properties. <br /> <br />SUGGESTED MOTION: Authorize acquisition of the properties <br />described in Cass County Greenway Plat number 1. <br /> <br /> <br />
