INVESTIGATION OF ABATEMENT APPLICATION

A_BATE1VEENT NO. ADDENDUM TO ~110

t
Following is a report on the investigation of the abatement application of'.' Orvklle Iwen

Cass County Board of Commissioners and State Tax Commissioner:.

A number of developments have occured since my original recommendation, dated September
16, 1998, was presented to the Cass County Commission. However, my recommendation to
deny the abatement has not changed.

Recently, the County Highway Department added gates to the culverts under H/*daway 4. This
should alleviate water fi-om backing onto Section 12 fi-om the north. A/so, the Rush River Water
Resource Board met with/vtr. Iwen in regards to his drainage problems. It was their
recommendation that M_r. Iwen survey the drainage ditch crossing his property to make sure that
it has proper slope and to clean the ditch if necessary. They also indicated that they would
further ass/st Mr. Iwen with any drainage or necessary dik/ng issues.

In regards to the land in Wiser Twp., the county recently replaced the bridge with a large culvert.
Cost of the project was $42,000. A/so, it was discussed that this land could benefit fi'om being
land planed; as the adjoining quarters have been land planed.

SUGGESTED MOTION: "I move that Abatement ~4110 be denied until such 0ane as Mr.
Iwen can show that the drainage problems are incurable. Futher, that Mr. Iwen be
encouraged to continue to work with the respective water boards in regards to his drainage
issues."

Dated tiffs 22nd day of December, 1998.

Francis Klein
Director of Tax Equalization
