PERMIT FOR SPECIAL EVENT, Approved for Speedwav Restaurants <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve a special <br />event permit for Speedway Restaurants for a wedding reception and <br />dance on July 13, 2002, at Bonanzaville. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. CONTRACT APPROVAL, Red River Valley and Western Railroad Company <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the <br />following contract submitted by the respective department head, subject <br />to state's attorney approval, and authorize the chairman to sign: Red <br />River Valley and Western Railroad Company Transportation Contract for <br />transporting gravel from a gravel pit near Lisbon to the county-owned <br />unloading facility near Durbin. On roll call vote, the motion carried <br />unanimously. <br /> <br />11. BUDGET SCHEDULE, Approved for 2003 calendar year <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the 2003 <br />budget schedule, as outlined by the county auditor's office. On roll call <br />vote, the motion carried unanimously. <br /> <br />12. TAX EQUALIZATION BOARD, Convened for 2002 and adjourned <br />The Cass County Board of Tax Equalization convened for 2002. Mr. Wieland announced <br />that Deputy Auditor Joyce Schepp is acting in the capacity of the County Auditor, Michael <br />Montplaisir, at the equalization meeting today. Mr. Montplaisir is conducting an election <br />school for precinct workers, along with the State's Attorney, Birch Burdick, who is <br />represented at today's meeting by Assistant State's Attorney Wade Webb. <br /> <br />Frank Klein, County Director of Equalization, provided a letter dated May 31, 2002, <br />concerning the annual equalization of assessments. He estimated the net taxable valuation <br />in Cass County will increase approximately 6.5%, from $261 million to $278 million. <br /> <br />Mr. Klein said he is not recommending any mass changes in the commercial or residential <br />assessments. He said all agricultural land valuations have been increased 5% over last <br />year, as indicated by legislative formula; and he is recommending approval of the inundated <br />land classification for three property owners. <br /> <br />The first order of business is the equalization of cities. Two individuals were present to <br />appeal their assessments. The first was Del Hofer for property at 600 West Main Avenue in <br />West Fargo. He said the assessed value was raised over 100%, from $7,800 to $16,400, <br />on his property; and with proposed road work on Main Avenue, he believes property values <br />will decrease by one-half of the current amount. <br />
