APPENDIX A <br />PAGE 1 OF 2 <br /> <br />AGREEMENT FOR P)~RTICIPATION <br />IN THE NORTH DAKOTA <br />410 ALCOHOL INCENTIVE PLAN <br /> <br />PROJECT NO. PHSP4100203 SP 01 Ph 08 <br /> <br />SCOPE OF WORK <br /> <br />This grant entitles the Cass County Sheriff's Department to participate in the statewide saturation <br />patrol project. Funding for this project is provided through the National Highway Traffic Safety <br />Administration (NHTSA) under the authority of US.C. 410. The objective of this enforcemem <br />project is to provide the public with the safest roads possible by removing the impaired driver. The <br />success of this project is built upon the strategy that education, along with high-visibility enforcement~ <br />is an effective means to change driver behavior. <br /> <br />The Cass County Sheriff's Department will conduct targeted saturation patrol activity to detect and <br />apprehend alcohol- and drug-impaired drivers. The purpose of this activity is to serve as a visible <br />deterrent to drinking and driving. <br /> <br />The following criterion should be included in all operating procedures: <br /> <br />I) <br /> <br />Problem identification to determine which enforcement strategies best address the <br />needs of the community. <br /> <br />2) <br /> <br />A highly-publicized media campaign that will include the "Do Buckle, Don 'tBooze" <br />campaign material. Timely public information supporting enforcement activity will <br />establish a "perception of risk." More drivers will comply with traffic laws, thereby <br />reducing crashes. <br /> <br />3) <br /> <br />Saturation patrols will be established at locations locally where the occurrence of <br />impaired driving is high. <br /> <br />4) <br /> <br />An evaluation section. The evaluation will provide an opportunity for improvements <br />and determining successes. Random surveys will be done to determine public <br />awareness and opinion. An administrative review should be conducted from compiled <br />statistics and operational reports. The purpose is to access the effectiveness of the <br />saturation patrol program. <br /> <br />Because this is a statewide effort, participation by the Cass County Sheriff's Department is critical <br />to the success of the project. If the contractor is unable to fulfill the commitment to the project, they <br />must contact the Drivers License and Traffic Safety office as soon as possible. <br /> <br /> <br />
