APPENDIX A PAGE 1 OF 2 AGREEMENT FOR P)~RTICIPATION IN THE NORTH DAKOTA 410 ALCOHOL INCENTIVE PLAN PROJECT NO. PHSP4100203 SP 01 Ph 08 SCOPE OF WORK This grant entitles the Cass County Sheriff's Department to participate in the statewide saturation patrol project. Funding for this project is provided through the National Highway Traffic Safety Administration (NHTSA) under the authority of US.C. 410. The objective of this enforcemem project is to provide the public with the safest roads possible by removing the impaired driver. The success of this project is built upon the strategy that education, along with high-visibility enforcement~ is an effective means to change driver behavior. The Cass County Sheriff's Department will conduct targeted saturation patrol activity to detect and apprehend alcohol- and drug-impaired drivers. The purpose of this activity is to serve as a visible deterrent to drinking and driving. The following criterion should be included in all operating procedures: I) Problem identification to determine which enforcement strategies best address the needs of the community. 2) A highly-publicized media campaign that will include the "Do Buckle, Don 'tBooze" campaign material. Timely public information supporting enforcement activity will establish a "perception of risk." More drivers will comply with traffic laws, thereby reducing crashes. 3) Saturation patrols will be established at locations locally where the occurrence of impaired driving is high. 4) An evaluation section. The evaluation will provide an opportunity for improvements and determining successes. Random surveys will be done to determine public awareness and opinion. An administrative review should be conducted from compiled statistics and operational reports. The purpose is to access the effectiveness of the saturation patrol program. Because this is a statewide effort, participation by the Cass County Sheriff's Department is critical to the success of the project. If the contractor is unable to fulfill the commitment to the project, they must contact the Drivers License and Traffic Safety office as soon as possible.
