County
Coordinator

Bonnie Johnson

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108

701-241-5720
Fax:701-297-6020

TO:

FROM:

DATE:

SUBJECT:

MEMO

County Commissioners
Bonnie Johnson~
April 25, 2002

JAIL BID ALTERNATES

When the Cass County jail project was originally bid, several alternates
were proposed for the purpose of identifying costs but with the intention of
waiting until the end of the project to determine whether the county would have
enough funding to proceed with the alternates.

There are two items the board should consider at this time;

First, the bid alternate for site irrigation was in the range of $25-30,000.
A current price would need to be obtained from the contractor to determine the
pricing today. Although the county owns 20 acres around the jail, the site
irrigation would be limited to the front, or public area, of the facility. The irrigation
would greatly assist with the germination and growth of the seed planted at the
facility.

The second alternate the Board should revisit is the completion of the
curb, gutter, and paving ofthe perimeter road. Currently, onlythe front half of the
circular loop is scheduled for paving. The back half of the road was left as gravel
to allow the county the opportunity to review its sales tax revenues and project
costs near the end of the project. This bid alternate would cost roughly
$100,000. The additional road surface is highlighted on the attached plan.
Obviously, a paved road would serve the county better because snow removal
would be much easier and it would eliminate the need for regular gravel
maintenance.

I have discussed both of these additions with the county auditor, and if the
board is inclined to proceed with these two additional items, funding is available
in the construction budget.

SUGGESTED MOTION:
Move to authorize the county coordinator to secure current pricing on the bid
alternates for site irrigation and additional paving and to bring back the change
orders for final board approval.

Enc

K:\BJ\JAILALT5-6-02.WPD
