Success can only come from active
participation by ~II the relevant players, and true success will be measured in the
outcomes for the children that we all serve. .

Tile most significant section in the bill is the establishment of the child l:iUpport
enforcement task force. The legislation specifies groups to be involved as members.
put did not establish the size of the task force or the number of individuals "trom each
group to partiCipate except for the legislators. .

The task force is to include:
· Two members of the legislative assembly to be appointed by the chairman of the
legislative council
. Representatives from the
o Department of Human Services (DHS),
o Counties, and
o Judicial system
· Indian tribes will be invited to participate as well

The legislation also contains a number of other provisions that will change how the child
support enforcement program operates. Section 2 provides for an incentive distribution
formula that promotes performance and consistency of service throughout the state.
And, Section 4 states that the Department h~s the authority to direct change when
administration of a component of the program can be better performed through
centralization. However, we prefer to make any significant ch~nges collaboratively so
that we achieve the best possible outcomes.

Because of all the work that needs tp......be done. the Department requests yovr advice on
the number of participants and that you nominate indMduals for the tas~ force.
~ ~

600 East Boulevard Avenue Department 325 -- Bismarck, NO 58)505-0250
WVNJ.state.nd.uslhumanservioes
