<br />Commission Minutes--June 6, 2005 2909 <br /> <br />Mr. Berndt suggested that access to County Road 17 be limited to one additional access. <br />Mrs. Sorum said she thinks the Horace City Council would agree with that, and again said <br />not to put pressure on the city council members. Mr. Burdick said the county should have <br />authority to limit access to a reasonable degree. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to support the corridor <br />study and that Mr. Berndt specifically reference the right of way <br />requirements and access limitations on County Road 17 at the Horace <br />City Council meeting this evening. The motion carried on roll call vote <br />with three members voting "Aye"; Mrs. Sorum and Mr. Bennett <br />opposing. <br /> <br />18. CHILD SUPPORT ENFORCEMENT, Committee to study SB 2301 <br />Mr. Vanyo referenced a letter from Carol Olson, Executive Director of the North Dakota <br />Department of Human Services, dated May 13, 2005 inviting input on the number of <br />participants and to nominate individuals for a child support enforcement task force. The <br />task force will be studying Senate Bill 2301, which was passed by the 2005 legislature to <br />look for ways to increase child support collections and operational efficiencies statewide. <br /> <br />Kathy Ziegelmann, Regional Child Support Enforcement Director, and Kathy Hogan, Cass <br />County Social Service Director, were present for the discussion. Mr. Vanyo had the <br />following recommendations on committee membership: <br /> <br />· one representative from the Department of Human Services; <br />· two representatives from the counties-Barry Cox or Ron Anderson from a <br />reservation county, and Darrell Vanyo from a non-reservation county; <br />· two from the judicial system, and Cass County would recommend Judge Scott <br />Griffeth as one of the two; <br />· one representative from the Indian tribes; <br />· one representative as a consumer at large from the State is being recommended; <br />· agree there should be some members from child support and our recommendation is <br />two, one from a region that has a reservation county in it, and one that does not. Our <br />recommendations would be Heidi Ahl from the Bismarck Regional Child Support <br />Enforcement Unit, and Brad Davis, who is from Dickinson; <br />· recommend the North Dakota Association of Counties have one representative, and <br />that would be Terry Traynor. <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to suggest the above list be <br />forwarded to the Department of Human Services for the child support <br />enforcement task force. On roll call vote, the motion carried with four <br />members voting "Aye" and Mr. Bennett being absent at this time. <br /> <br />19. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve Voucher No. <br />197,811 through Voucher No. 198,163. On roll call vote, the motion <br />carried with four members voting "Aye" and Mr. Bennett being absent at <br />this time. <br />
