Attached is a copy of the bill (Section 7). Cass County Social <br />Services requests that the Cass County Commission adopt a resolution <br />designating July 1 of each year as the implementation date for new state salary <br />scales in Cass County. County Social Service employees will still follow the <br />Cass County salary administration plan but if an employee is frozen by the state <br />maximum they would be allowed to get the county adjustment six months earlier <br />(July first rather than the following January). No social service employee will <br />be paid more than the county salary schedule allows. These are just catch up <br />adjustments. <br /> <br />If this resolution is passed and approved by the ND Department of Human <br />Services and the ND Human Resource Management Division, management in <br />social services will prepare salary adjustments for all social service employees <br />who have not received their full county salary adjustments at this time. <br /> <br />It is anticipated that the new salary scale information may not be available until <br />early to mid-June. After discussion with Ms. Johnson, we agreed that the <br />adjustments will be considered as COLA adjustment which are not contingent <br />on satisfactory performance. If an individual employee is just reaching the <br />salary maximum and is due for a step adjustment but has a performance concern, <br />that adjustment may be held until performance improves. No employee will <br />see a salary adjustment outside of the county salary administration plan. <br /> <br />Special thanks should be noted to Representative Alon Wieland and Senator <br />Tony Grindberg for their assistance in pursing this legislation. <br /> <br />Proposed motion: I move that the Cass County Commission adopt July 1 of <br />each year as the effective date for adoption of the state salary compensation plan <br />for social service employees. <br />
