For your reference I have enclosed a <br />copy of the project check register. Check #485, written in October of2001, was the last <br />time we received funds for administration of the project. <br />Since 2001 all of the buyout activity was focused on either property that was in harms <br />way due to riverbank erosion (Phase lll) or the "Greenway" project that ultimately was <br />deemed not practical. Five properties were purchased and resold during Phase lll. Our <br />standard admin.fee is $1,500 per property for a total of$7,500. <br />We had anticipated that the Greenway Project would go forward and that the standard fee <br />of $1 ,500 per acquisition would be appropriate. However, since the project did not go <br />forward, I am asking the county to consider paying for some of time I spent on the <br />Greenway Project. My activities included assisting with the initial application, and once <br />the application was approved, working with Keith Berndt to develop a priority list for the <br />buyout process. This included numerous meetings with individual property owners to <br />determine their willingness to sell to the county. Once we had the priorities, I proceeded <br />to work through the process of acquiring with several property owners. The final step in <br />the buyout process is drawing the funds from the federal government. It was at this point <br />that we determined that policy changes of the program made it impractical for the <br />property owner to sell or the county to buy. <br />I did not keep a record of the hours I spent on the Greenway Project. I asked Keith Berndt <br />ifhe tracked his time. His response was "no, but probably hundreds". Our standard <br />billing rate per hour is $65. I am asking for $6,500 for time spent on the Greenway <br />Project. <br />I will be at the Commission meeting to answer any questions on this matter. <br /> <br />SUGGESTED MOTION: <br />Move to authorize Irvin Rustad, Lake Agassiz Regional Development Corporation, to make <br />a final administrative draw of $14,000 from the 1997 flood buyout funds for work on the <br />greenway project. <br /> <br />---. <br /> <br />Telephone: (701) 235-1197 .
