The order of business is to review the assessments of the cities <br />and townships and to hear any appeals. <br /> <br />For 2005, I've raised the agricultural valuation 10.2%, to bring the <br />assessment in compliance with statutes, pursuant to SB 2188. Our county <br />average true and full value will be approximately $537 per acre. In North <br />Dakota agricultural assessments are based on a legislative productivity <br />formula, rather than a market value approach. <br /> <br />Chapter 57-12 County Board of Equalization is enclosed for your <br />reference. North Dakota statutes require residential and commercial <br />property to be valued at market value. I'm currently reviewing the <br />assessments that were returned by the cities and townships. I've also spot <br />checked certain property assessments. I'm also reviewing individual <br />assessments of certain concerned taxpayers. Some assessment jurisdictions <br />will require adjustments across the board and other jurisdictions will need <br />assessments adjusted individually. <br /> <br />It is my recommendation to hear any individual appeals and then recess <br />until the June 20th Commission meeting. In the interim, I will investigate <br />the appeals and provide a recommendation to the Board. The Fargo <br />Assessor and West Fargo Assessor will not be present on June 6t\ due to a <br />scheduling conflict.
