On roll call vote, the motion carried unanimously. <br /> <br />9. CONTRACT APPROVAL, Law Enforcement Trainina Center <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve the following <br />contract submitted by respective department head, subject to the <br />State's Attorney's approval, and authorize the chairman to sign: Law <br />Enforcement Training Center intergovernmental use and operating <br />agreement. On roll call vote, the motion carried unanimously. <br /> <br />10. PERMIT FOR FIREWORKS DISPLAY, Aooroved for Starr Fireworks <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve the permit for <br />a fireworks display for entertainment purposes, according to an <br />application submitted by Starr Fireworks, 3805 52nd Avenue South, <br />Fargo, ND on the date of April 13, 2002, at dusk. On roll call vote, the <br />motion carried unanimously. <br /> <br />,--- <br /> <br />11. <br /> <br />'"' <br /> <br />BEER L1CENSEISUNDAY OPENING, Aooroved for Leonard Sandhills Golf Course <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve a county beer <br />license and Sunday alcoholic beverage permit for Rodger and <br />Kathleen Olson, dlbla Leonard Sandhills Golf Course, Leonard, ND for <br />the period of April 1, 2002 through December 31, 2002. The <br />application has been approved by the Leonard Township Board of <br />Supervisors and reviewed by the County Sheriff and State's Attorney. <br />On roll call vote, the motion carried unanimously. <br /> <br />12. <br /> <br />FARGO PUBLIC LIBRARY, Librarv on wheelslrural Cass County <br />Charles Pace, Director of the Fargo Public Library, was present to answer any questions on the <br />material he provided in advance of today's meeting concerning a proposal for a bookmobile <br />service for rural Cass County. If there is some interest on the part of the County Commission, <br />Mr. Pace will bring back the proposal at budget time, requesting that the county pay the <br />operating expenses of approximately $87,000 each year. He anticipates using grant funding <br />to pay the capital investment for a bookmobile unit, which is estimated to cost $175,000 to <br />$200,000. An additional $75,000 in grant funds would be used for materials and equipment. <br /> <br />Mr. Wieland asked if Mr. Pace has surveyed the rural area to see what level of interest there is <br />in such a project. Mr. Pace said he could conduct a surveyor he may send the current <br />bookmobile to the rural areas to gauge the interest that way. Mr. Wieland will consider asking <br />one or two commissioners, as well as others in county government, to meet with Mr. Pace to <br />discuss the project in more detail and determine if it is something that should be considered <br />further during the 2003 budget sessions. <br />
