GRANT AGREEMENT WHEREAS, Cass County Government (hereafter "COUNTY"), 211 9~h Street South, Fargo, ND 58103, has determined the services referred to in the paragraph below entitled "Scope of Service" should be purchased; and WHEREAS, Fargo Cass County Economic Development Corporation (FCCEDC) (hereafter "Provider"), proposes to provide those services; NOW, THEREFORE, COUNTY and Provider enter into the following: AGREEMENT I. TERM OF THE AGREEMENT: The term of this agreement shall be from January 1, 2002 through December 31, 2002. II. SCOPE OF SERVICE: Provider shall initiate a pilot skills development program targeted towards the underemployed and refugee populations. The goals of the program shall be to increase the skill level of interested applicants who seek employment in the manufacturing sector. This project shall be directed by a community advisory committee including representatives from the Cass County Commission, Cass County Social Services, Job Service of North Dakota and manufacturing employers. Provider shall provide written quarterly reports to COUNTY, which shall include accountability and outcome measurements and full financial reports. Such reports shall be due no later than Mamh 31st, June 30th, September 30th, and December 31 st, 2002, for the respective preceding calendar quarters. III. COMPENSATION: Provider shall be compensated for the pilot project through four quarterly payments of $25,000.00 for the first quarter, $40,000.00 for the second quarter, $17,500.00 for the third quarter and $17,500.00 for the fourth quarter, which shall be issued upon receipt and approval of each quarterly report. COUNTY shall advance the initial quarterly payment ir January 2002. IV. PROVIDER'S UNDERSTANDING OF TERM OF FUNDING: Provider understands this agreement is a one-time agreement, and acknowledges it has been fumished no assurances this agreement may be extended for periods beyond its termination date. V. PROVIDER ASSURANCES: Provider agrees to comply with the applicable assurances set forth on Addendum A attached hereto.
