CASS( MEMO Board of County To: Commissioners FROM: John Meyer Fargo, North Dakota DATE: County Commissioners Alon Wieland March 19, 2002 Donna Schneider Fargo~ North Dakota Horace, North D~om Scott Wagner Fargo, North Dakota Alon Wieland West Faz~o, North Dakota SUBJECT: Information Services Interim Plan With the resignation of the Information Services (IS) Department Head, I have taken some time to visit with department heads in my portfolio who make up the administrative team of county government. With that background information, I am prepared to recommend an intermediate plan of action for the department. Then, we can take some time to sort out the long-term IS needs for Cass County. I think we all learned at our December strategic planning session how integrally related this office is for the rest of the county. I would recommend the following plan of action for consideration by the full Board: Appoint Michael Montplaisir, County Auditor, as the acting department head for the IS department. In that capacity, Mr. Montplaisir would be responsible for managing the other employees, the budget and the project priorities. Mr. Montplaisir, on behalf of the Board, should convey our position and policies relating to the continued long-term support of the office to the staff. Mr. Montplaisir should also select a "lead" IS staff person to serve as a conduit between himself and the day-to-day activities for the office. Joyce Schepp Commission Sec~ta~ The county should not move forward with the writing of a job description or with filling the department head vacancy until the North Dakota Association of Counties completes the technology plan which was authorized by our Board in February. This plan is expected for delivery in June. When the document is received, the county and the Board will have a "roadmap" for the future, and we will be better positioned to be successful in our hiring.
