OVERNMENT[

Auditor

Michael Montplaisir, CPA
701.241.5601

Treasurer

Charlotte Sandvik
701.241-5611

Directorof
Equalization

FrankKleN
701-241-5616

Box 2806
211 Ninth Street South
Fargo, NorthDakota 58103

FAX 701.241.5728

February 11,2002

Sandy Nohr, Auditor
PO Box 234
Grandin ND 58038-0234

Re: Election Contract

Dear Ms. Nohr:

Thank you for sending me a copy of your proposed election agreement. Several
years ago, the county offered to pay the entire costs of the election board in
exchange for the right to name the polling location. Your proposed contract does
not address the polling location, therefore, I assume the city is retaining the right
to make the designation. That being the case, the city needs to address the costs
of the election board.

At a meeting in Casselton late last year, Mayor Dave Blaser made the promise that
if a polling place were located in Grandin, the City of Grandin would pick up the
costs of the election board and any equipment that we would need for the polling
place. I, and then County Commission Chairman, John Meyer, took Mayor Blaser
at his word,

I would recommend that item number 4 of the proposed contract be rewritten to
include the city paying the costs of the election board, as Mayor Biaser promised.
A re-write of the item could be:

4. COSTS:

The County and the City shall share in the savings provided
by holding joint elections. The City shall pay the costs
associated with the election board. The County shall pay all
costs associated with the Resolution and Canvassing Boards.
Costs of printing city ballots, if an additional ballot is needed,
will be the responsibility of the City.

I would leave the question of equipment costs alone for the time being. Current
legislation being considered by Congress would require that equipment be added
to each polling site to give voters the chance to correct over-voted ballots and also
to make the ballot handicapped accessible.

Thank you for your prompt action on revising the election agreement. We are
already sending information to the other cities in the county concerning the 2002
elections, and we would like your city to be included in future mailings.

Sincerely,

~chael Montpla~s~r,
County Auditor

cc

County Commission
City Council Members
Cass County States Attorney
Secretary of State
