<br />Commission Minutes--November 19, 2001 2385 <br /> <br />As stated by Irv Rustad, Lake Agassiz Regional Council, at the last Commission meeting, the <br />r--- county has exhausted the matching funds that were available from the Department of Housing <br />and Urban Development (HUD). Mr. Montplaisir said matching funds for the purchase of three <br />properties which are in the process of being acquired could be paid from the county contingency <br />fund, as well as two additional land purchases where a firm commitment has not been made. <br />This would exhaust the contingency line item in the general fund. Another property could be <br />purchased using county emergency funds, and a budget adjustment would be needed to <br />complete the purchase. Three remaining property owners were advised the County does not <br />have money to pay a 15% match on their property, and they are agreeable to accept 85% <br />funding. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to continue with the <br />flood buyouts of the Ornberg, Herzog, Colgrove, Lester and Kane <br />properties with 15% matching funds to come from the contingency <br />line item in the county general fund; to continue with the flood buyout <br />of the Heier property with 15% matching funds to come from the <br />county emergency fund; and to continue with the flood buyout of the <br />Rodenberg and Haugrud properties without a match of local funds <br />from the county. On roll call vote, the motion carried unanimously. <br /> <br />13. <br /> <br />r--- <br /> <br />- <br /> <br />COMMISSION AUTOMATION SYSTEM, Software recommendation for aaenda oackaae <br />Robert Holmbeck, Information Services Director, gave a software demonstration on automating <br />the Commission agenda system, with a good information retrieval system, using a product called <br />LaserFiche. A number of software packages were considered, and he said this one seems to <br />be the best fit for Cass County. He believes the City of Moorhead and the Federal court system <br />use this same package locally. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded that the County <br />Commission adopt LaserFiche as the county's solution for <br />automating the commission agenda process. On roll call vote, the <br />motion carried unanimously. <br /> <br />14. VOUCHERS, Aooroved <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to approve Voucher No. <br />158,107 through No. 158,652. On roll call vote, the motion carried <br />unanimously. <br /> <br />15. MEETING UPDATES; LETTER OF CONDOLENCE TO WINNIFRED STOCKMAN FAMILY, <br />Committee reoorts <br />Commissioners reported on meetings they have attended in the past two weeks, as well as <br />upcoming meetings. Mrs. Schneider and Mr. Montplaisir attended the fall meeting of the Cass <br />County Township Officer's Association on November 13th. County staff members from the <br />Sheriffs Department were a part of the program. <br /> <br />Commissioners were in agreement with the chairman to send a letter of condolence to the family <br />of the late Winnifred Stockman, a past Director of Cass County Social Services, who served for <br />many years in that capacity. <br />
