e <br /> <br />Joint Meeting with City Officials--October 23, 2001 <br /> <br />CASS COUNTY COMMISSIONERS MEETING WITH CITY OFFICIALS <br />CITY AUDITORIUM, CASSELTON, NORTH DAKOTA <br /> OCTOBER 23, 2001, AT 7:00 PM <br /> <br />CALL TO ORDER <br />Cass County Commission Chairman John Meyer called to order an informal meeting of the <br />Cass County Board of Commissioners and officials from Cass County's cities at 7:00 PM <br />on Tuesday, October 23, 2001, in the Community Center, Casselton, North Dakota. Other <br />Cass County Commissioners present were Alon Wieland, Robyn Soru m and Scott Wagner. <br />Commissioner Donna Schneider was absent. County staff present were Michael <br />Montplaisir, Auditor; Birch Burdick, State's Attorney; Greg McDonald, Emergency Manager; <br />Keith Berndt, County Engineer; Frank Klein, County Assessor; and Don Rudnick, Sheriff. <br /> <br />City officials from the following Cass County cities were present: Casselton, Mapleton, <br />Buffalo, Harwood, Horace, Fargo, Grandin, and Tower City. A few concerned citizens were <br />also present (see attached list of attendees). <br /> <br />PURPOSE OF MEETING <br />Mr. Meyer said the County Commission was encouraged to hold regular meetings with the <br />county's city officials by the Local Governance Advisory Committee, which met and reviewed <br />various aspects of county government last year. The group was appointed by the County <br />Commission and began meeting in May, with a final report being available last November. <br /> <br />Mr. Meyer said County Commissioners regularly attend the spring and fall meeting of the <br />Cass County Township Officers Association and hold joint meetings with City Commissions <br />of Fargo and West Fargo, as well as meeting annually with the Clay County Board of <br />Commissioners. The Cass County Commissioners, Engineer and Sheriff have also held <br />community awareness meetings in local city restaurants arou nd the county at various times. <br /> <br />AGENDA ITEMS DISCUSSED <br /> Greg McDonald spoke to the group about emergency preparedness in the wake of <br /> the terrorist attacks on September 11,2001, in New York City and Washington, D.C., <br /> and the recent Anthrax threats around the nation. He advised the local cities to <br /> provide extra protection for their water wells and increase security as much as <br /> possible. He encouraged more communication among all cities and reporting any <br /> suspicious activity to the Sheriffs Department. <br /> <br />Keith Berndt informed the group that the County Commission recently appointed a <br />Subdivision Review Committee to evaluate policies on subdivision development and <br />funding of infrastructure improvements. He said the committee will be meeting until <br />sometime next spring, and they would like input from individual cities so that any <br />recommended policy changes will complement the neighboring city property. <br /> <br />Mr. Berndt asked for input on the county highway plan and briefly discussed the <br />capital improvement projects. He asked the city representatives who were present <br />this evening to provide input by completing a short survey that he had prepared. <br /> <br />Mr. Berndt brought the group up to date on GIS (Geographic Information Systems), <br />and what information will be included on the base map when it is completed. <br /> <br /> <br />
