FAIR DELEGATES, State Fair annual meetina <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to appoint Tim <br />Clark and John Meyer as Cass County delegates to the 2001 North <br />Dakota State Fair Association annual meeting scheduled for 1 :00 PM <br />on November 13, 2001, in Minot at the State Fair Center. The Red <br />River Valley Fair will not have a delegate this year because the State <br />Fair annual meeting is being held on the same date as the Red River <br />Valley Fair annual meeting in West Fargo. On roll call vote, the <br />motion carried unanimously. <br /> <br />9. <br /> <br />STREET IMPROVEMENT DISTRICT #2001-1, Public hearina continued to October 26th <br />The Board considered the question of approval of the assessment list for Street Improvement <br />District No. 2001-1 as confirmed by the Special Assessment Commission of Cass County, North <br />Dakota. A public hearing was advertised for this date, time and place on the proposed <br />assessments, and the chairman opened the public hearing. Several residents of Woodland <br />Acres and the Westwood Homeowners Association were present, as well as Francis Klein and <br />Jake Gust, from the Special Assessment Commission. <br /> <br />- <br /> <br />Mr. Klein, Chairman of the Special Assessment Commission, said the major portion of the <br />project consists of patching the current pavement and applying a two-inch asphalt overlay to <br />Sunnyside Drive in Holmen's Third Subdivision. The project also includes a culvert and some <br />drainage work. Mr. Klein explained how the determination of benefit was made with respect to <br />each of the properties within the assessment district and according to the North Dakota Century <br />Code. He provided copies of a letter to the County Commission from the Special Assessment <br />Commission, dated October 9, 2001, with attachments consisting of a subdivision map, the <br />contractor's bid in the amount of $47,740.00, and an aerial photo. <br /> <br />The Special Assessment Commission held several meetings and first assessed twenty-four lots <br />equally and two lots (Lots 1 and 10, Block 1) at 50% of the other lot assessments. However, <br />after further review, they determined the assessment of Lots 1 and 10 should be reduced 25% <br />because certain additional drainage work was not completed. The park area was not assessed <br />because it is dedicated for use of the public and does not appear to be owned by any person, <br />corporation, or political subdivision. <br /> <br />.- <br /> <br />Thomas Kenville addressed the Board at this time, and he said the property owners of the two <br />lots bordering 68th Avenue, which were assessed at 25% of the other lots, are willing to pay an <br />equal share ofthe improvements. The remaining citizens and taxpayers in Street Improvement <br />District #2001-1 have agreed to pay equal shares for future 68th Avenue improvements. Mr. <br />Kenville believes the wishes of the taxpayer should be taken into account, and they agreed to <br />pay an equal share in the project, or $3,000 per household. <br />
