This is a follow-up to that <br />discussion. <br /> <br />Much of the history of this campground is contained within the materials provided to <br />you for the March 21 meeting and is not repeated here. In summary, certain federal <br />funds (from Land and Water Conservation Fund) were used to help develop the <br />campsite. With those federal funds came certain restrictions on what could be done <br />with the property. In the early 1990's the Commission entered into an agreement with <br />the Red River Valley Fair Association that at the expiration of a lease agreement <br />(December 31, 2004) the County would transfer the campsite to the Fair Association. <br />However, a question arose this year as to whether such a transfer would conflict with <br />the federal restrictions. <br /> <br />Jonathon Garaas (Fair Association attorney) and I worked with the North Dakota <br />Parks and Recreation Department, and through them with the National Park Service, <br />to determine whether the federal restrictions could be lifted in our case. On April 15 <br />the NO Parks and Recreation Department sent me a letter confirming that those <br />restrictions could be lifted. A copy of that letter, as well as the underlying National <br />Park Service letter, is provided here. <br /> <br />With that clarifying authority, and with the intent to conform with the agreement <br />entered into by the Commission in the 1990's, enclosed is a draft deed transferring <br />the property to the Fair Association. <br /> <br /> <br />Bire .
