RECEIVED
APR 2 5 2005

CASS COUNTY COMMISSION

North Dakota Recorders Information Network

April 22, 2005

Darrell Vanyo
Chairman, Cass County Commission
P.O. Box 2806
Fargo, ND 58108-2806

Dear Mr. Vanyo:

On behalf ofthe North Dakota Recorders Information Network (NDRIN) board I'm writing to
ask the Cass County Commission to consider making a budget adjustment to the 2005 NDRIN
budget.

The "Document Preservation Fee" that was enacted during the 2001 North Dakota Legislative
session is the primary method of funding for the NDRIN project. During the 2005 North Dakota
Legislative Session SB-2024 was passed and signed by the Governor. This bill removed the
"sunset" clause from the "Document Preservation Fee". The passage ofSB-2024 helps insure
the continued success and long-term funding of the NDRIN project.

Currently there are thirty (31) NDRIN members and eighty (80) NDRIN subscribers are relying
on the NDRIN systems each day. With the passage ifSB-2024 the NDRIN board feels the time
is right to upgrade the NDRIN equipment that has long been delayed.

At our last meeting held in Fargo on April 22, 2005 the NDRIN Board authorized the spending
of $70,000 to install new servers and a storage solution for the NDRIN project. However, the
NDRIN Board wanted to get approval from the Cass County Commission to spend funds that
were not originally included in the 2005 budget.

We would ask that the Cass County Commission approve increasing the "computer equipment"
line item of the 2005 NDRIN budget by $70,000.

If you have any questions or concerns regarding this matter, please contact me at (701) 271-
1555.
Sincerely,

(Dewey Oster

Dwayne "Dewey" Oster
NDRIN President

Suggested Motion: Amend the 2005 NDRIN budget by increasing the "Computer Equipment"
line item by $70,000.
