<br />Commission Minutes--September 17, 2001 2353 <br /> <br />In addition to speaking on behalf of Mr. Brodsho, Mr. Manly provided the following information: <br />r- a resolution from the Reed Township Board of Supervisors, dated September 11, 2001, <br />supporting the replacement of the bridge, known as the "HiMar" bridge; a letter from Nancy <br />Forseth, Transportation Directorforthe West Fargo Public School District, dated September 14, <br />2001, indicating a school bus could not reach this location from the west if there was a family <br />needing bus service from this location (at the present time, they do not bus any children that live <br />west of the river); and a petition signed by 88 Cass County citizens urging the Commission to <br />study the issue of the bridge and alternate routes in relation to future flooding in this area. Mr. <br />Wieland suggested that these residents contact their congressmen about supporting <br />construction of the proposed Maple River Dam, which will reduce water flows in this area. <br /> <br />r' <br /> <br />- <br /> <br />Mr. Wagner was concerned about setting a precedent and asked about the total number of <br />bridges throughout the county and what criteria is used to repair or replace bridges, including <br />consideration of the number of people who use it. Mr. Berndt talked about the total number of <br />bridges, both on the county road system and those on township roads. A large number of <br />bridges on the county road system are old and may be in need of repairs. <br /> <br />Mr. Wieland said he is willing to have someone do a hydraulics study, and Mrs. Schneider <br />suggested a cost-benefit analysis before the Board makes a decision on the future of the bridge. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to table a decision <br />on the future of the Reed Township bridge over the Sheyenne River <br />and move forward as quickly as possible to gather information on a <br />hydraulics study in coordination with the Southeast Cass Water <br />Resource District, giving the engineer time to re-examine the cost- <br />benefit ratio and the township time to respond as well; and that the <br />chairman call a special meeting of the Board if necessary. <br />Discussion: Mr. Wieland said perhaps a committee will need to be <br />formed to review the bridge situation. Mr. Wagner said a decision on <br />this bridge will impact other bridges in the county that also need <br />repairs. Mr. Wieland said the Board should look at other locations <br />where bridges may be in need of repairs also. On roll call vote, the <br />motion carried unanimously. <br /> <br />17. <br /> <br />VOUCHERS, Aooroved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Wieland seconded to approve Voucher No. <br />156,309 through No. 156,782. On roll call vote, the motion carried <br />unanimously. <br /> <br />18. <br /> <br />MEETING UPDATES, Committee reoorts <br />Commissioners and staff reported on meetings they have attended in the past two weeks, as <br />well as upcoming meetings. <br /> <br />Traill County is hosting a meeting of the East Central Commissioners Association at 9:00 AM <br />on September 20, 2001, at the Sodbusters Cafe located between Mayville & Portland. <br /> <br />Cass County and Richland County Commissioners are holding a joint hearing at 7:30 PM on <br />September 24, 2001, in the Kindred City Hall, Kindred, concerning formation of the proposed <br />Kindred Community and Rural Fire Protection District. <br />
