<br />- <br /> <br />- <br /> <br />20. <br /> <br />21. <br /> <br />-- <br /> <br />Commission Minutes--August 6, 2001 2324 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to follow the formal <br />bid advertising procedure for County Road 11 repairs, including in the <br />specifications that the work is to begin immediately following the <br />award of a contract, and that the County Highway Department <br />continue to monitor the road to prevent any change in the roadway, <br />even to the extent of making it one lane if necessary, to insure the <br />safety ofthose driving on thatsection of county highway; and further, <br />that an emergency clause in the State law regulating competitive <br />bidding be considered by the State Legislature in the next session. <br />Discussion: Mr. Burdicksuggested a second motion declaring that an <br />emergency exists on this section of road so the Highway Department <br />could proceed with repairs, in the event there is some freedom under <br />the law to omit the formal bidding process. On roll call vote, the <br />motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to declare that an <br />emergency exists on Cass County Highway 11 north of Mapleton, and <br />that if further information from legal counsel allows the county to <br />move forward quicker than following the formal bid process, that <br />notwithstanding the original motion, the County Engineer may solicit <br />informal quotes from several qualified contractors. On roll call vote, <br />the motion carried unanimously. <br /> <br />VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to approve Voucher <br />No. 155,167 through No. 155,434. On roll call vote, the motion carried <br />unanimously. <br /> <br />PERSONNEL POLICY ON TRAVEL REIMBURSEMENT TO BE DISCUSSED; BUDGET <br />MEETINGS NEXT WEEK; BUILDING AND GROUNDS UPDATE; JOINT DISPATCH CENTER <br />SIGNING CEREMONY; NDACO CONVENTION; WEST FEST PARADE; SUBDIVISION <br />REVIEW COMMITTEE, Committee reports <br />Mrs. Schneider requested a meeting of the Personnel Overview Committee to discuss <br />Personnel Policy Section 6.30 on travel reimbursements. <br /> <br />Mr. Montplaisir reminded everyone of budget meetings next week. <br /> <br />Bonnie Johnson informed Commissioners that the new front doors have now been installed at <br />the Courthouse. She also said pedestrian crosswalk signs have been placed at the front of the <br />building, due to safety concerns. <br /> <br />A signing ceremony is scheduled for 3:30 PM Tuesday, August 7th, at the Heritage Hjemkomst <br />Center in Moorhead for the joint operation of 911/dispatch functions. The Joint Powers <br />Agreement will be signed by the Cities of Fargo and Moorhead, the Counties of Cass and Clay, <br />and F-M Ambulance Services, Inc. <br />
