<br />-. <br /> <br />Commission Minutes--June 18, 2001 2297 <br /> <br />Foss Associates, Ltd.--Cass County Courthouse - West Addition <br />State of North Dakota--Court Services Contract <br /> <br />8. <br /> <br />TAX EQUALIZATION BOARD, Reconvened for 2001 <br />The Cass County Board of Tax Equalization reconvened with Frank Klein, County Director of <br />Equalization, being present. He provided additional information and recommendations on the <br />appeals made at the last meeting. <br /> <br />Ben Hushka, Fargo City Assessor, was present concerning the appeal of Mrs. Donald Brothers. <br />He informed her that he would recommend retaining the current value of $156,000 on the <br />property located at 2457 Madison Square Drive in Fargo, based on sales comparisons. The <br />current market appraisal is $173,500. Mr. and Mrs. Brothers still question the difference <br />between the purchase price and the current value, according to Mr. Hushka. Mr. Meyer asked <br />if anyone was present representing the Brothers, and no one came forward at this time. <br /> <br />Wanda Wilcox, West Fargo City Assessor, was present concerning the appeal of Dalsin <br />Development Company for property located at 119 West Main Avenue, West Fargo. She <br />believes the property value is reflective of the market in that area. Mr. Wieland said it appears <br />some right-of-way was taken from the property owners in this area, and he has asked the <br />assessor to review the square footage to determine if there is a discrepancy. Mrs. Wilcox <br />indicated she will conduct a review of the Main Avenue front footage. Mr. Meyer asked if the <br />property owner, or a representative, was present in the audience, and Mr. Wieland said he <br />spoke with Mr. Dalsin earlier today. A recourse would be through the abatement process. <br /> <br />.-- <br /> <br />No other appeals were received from cities. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to retain the value <br />of $156,000 on the Donald and Arlene Brothers property located at <br />2457 Madison Square Drive, Fargo, for 2001; and to retain the value <br />of $17,600 on the Dalsin Development property located at 119 West <br />Main Avenue in West Fargo for 2001. On roll call vote, the motion <br />carried unanimously. <br /> <br />,,-- <br /> <br />The Equalization Board next reviewed three properties in Northwood Subdivision of Reed <br />Township. David Davis, Reuben Richter and Nikki Munoz were all present concerning their <br />appeals at the June 4th county equalization meeting. All three homeowners were given an <br />opportunity to address the board, and each of them indicated they still believe the assessment <br />is too high. The lots are approximately one acre in size, however, the property owners indicated <br />about half of that is wooded and the homes are situated on the remaining half acre. The <br />property owners have had to sandbag their property to protect against spring flooding. Mr. Klein <br />gave his recommendations and provided information on how he arrived at those valuations. He <br />said the size of these homes would be considered above average, and the property is accessed <br />by a paved county road and a paved road into the subdivision. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded that the David Davis <br />assessment for property located at 2603 Northwood Drive, in Reed <br />Township, be set at $124,000, as recommended by the County <br />Director of Equalization. Motion carried unanimously. <br />
