<br />Commission Minutes--June 4, 2001 2294 <br /> <br />increase was three years ago, when the rate changed from $47 to $50 per day. He provided <br />_ a comparison of prisoner boarding rates from eight other jails, showing the highest daily rate at <br />$87.50 in Washington County, and the lowest rate being $49.82 at Sioux Falls, South Dakota. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to set the rate for <br />housing prisoners at the Cass County Jail at $55.00 per day for the <br />year 2002. On roll call vote, the motion carried unanimously. <br /> <br />.- <br /> <br />12. PARKING LOT PURCHASE <br />On behalf of the County Auditor, Michael Montplaisir, who is attending an out-of-state seminar, <br />Bonnie Johnson, County Coordinator, presented a proposal for purchasing a lot at 923 Second <br />Avenue South, Fargo. Referring to a letter to the Board of Commissioners from Mr. Montplaisir, <br />dated May 29, 2001, Mrs. Johnson said the lot is directly north of the current department head <br />parking lot and would provide 13 additional parking spots. She indicated the terms of the sale <br />have become somewhat more attractive and parking spaces are somewhat more critical around <br />the courthouse. This would provide some parking space in transition with the jail project. <br /> <br />The offer on the table is to purchase the lot for $75,000, with incentive money of $20,000 to <br />assist in completing the parking lot. The Boulger Funeral Home and the First United Methodist <br />Church are contributing $10,000 each to make up the $20,000 in incentive funds, which would <br />be in exchange for them using the parking lot during evenings and weekends when county <br />offices are closed. <br /> <br />Mrs. Johnson said money for the parking lot purchase and construction would be paid from the <br />county's future building fund. This is the fund being used to pay for finishing the Annex fourth <br />floor and Annex parking lot improvements. Money will be available for the parking lot expense. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Wieland seconded to negotiate the <br />purchase of Lot 7, Block 16, of the Original Townsite to the City of <br />Fargo with funding to come from the Future Building Fund, and to <br />direct State's Attorney Birch Burdick to work with John Boulger on <br />negotiating a purchase agreement by the date of June 15, 2001. <br />Discussion: Birch Burdick, State's Attorney, said one of the terms <br />which Mr. Boulger proposes in a letter addressed to Mr. Montplaisir <br />dated May 22, 2001, is a perpetual easement for use of the county <br />parking lot by visitors ofthe Church and the Funeral Home during the <br />times specified. Mr. Burdick said a perpetual easement implies the <br />county cannot do anything different with the property, and he <br />cautioned the board about such an agreement. He is willing to review <br />the easement with Mr. Boulger by June 15th. The item will be placed <br />on the next Commission agenda scheduled for June 18, 2001. On roll <br />call vote, the motion carried unanimously. <br /> <br />,--- 13. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to approve Voucher <br />No. 153,390 through No. 153,686. On roll call vote, the motion carried <br />unanimously. <br />
