<br />Commission Minutes--June 4, 2001 2292 <br /> <br />would possibly recommend a 5% reduction in residential assessments instead. He believes the <br />r- assessments are at true and full market value, based on the properties that have sold recently. <br /> <br />Mr. Meyer asked if anyone was present from the City of Harwood, and the City Auditor asked <br />if Mr. Klein's recommendation would result in a 2% increase. Mr. Klein said that was correct. <br />He said the 2% increase is a general overall county-wide increase. Also, Mr. Klein said he <br />visited about the increase with the Mayor of Harwood this morning. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded that the 10% city- <br />wide decrease in values for the City of Harwood be negated and that <br />all residential property values be lowered 5%. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Klein said he inspected the Margaret Haugen property in Harwood because of water <br />drainage issues, and he recommends an additional 1 0% reduction on this property, at least until <br />the City of Harwood has an opportunity to correct this situation. Mr. Meyer asked if Ms. Haugen, <br />or anyone representing her, was present. No one addressed the board at this time. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded that the Margaret <br />Haugen property be reduced 10%, in addition to the city-wide <br />decrease, due to flooding problems during periods of heavy rains. On <br />roll call vote, the motion carried unanimously. <br /> <br />- <br /> <br />Mr. Klein said he has no other recommendations concerning the equalization of cities. Mr. <br />Meyer asked if anyone else wished to make an appeal of their assessment in any incorporated <br />city. No one addressed the board at this time. <br /> <br />Concerning the equalization of townships, three taxpayers were present from Northwood <br />Subdivision, which is located north of Fargo in Reed Township. Nikki Munoz of 2508 <br />Northwood Drive, David Davis of 2603 Northwood Drive, and Reuben Richter of 2601 <br />Northwood Drive, reported assessment increases of about 50%, and they do not believe this <br />represents the fair market value. <br /> <br />~ <br /> <br />Mr. Richter said other property owners in the subdivision also received large increases this year, <br />and Mr. Klein said they would have to appeal to the equalization board or follow the abatement <br />route if they are requesting a review of their valuations. He said he will have time in the next two <br />weeks to review the assessments for the three property owners who are present today, and he <br />would like to have input from the local township board. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded that Frank Klein, <br />County Tax Director, be authorized to review the assessments of the <br />three taxpayers in Northwood Subdivision of Reed Township who are <br />present today, and to bring a recommendation back to the board. On <br />roll call vote, the motion carried unanimously. <br /> <br />Mr. Klein next discussed inundated agricultural lands. The 2001 legislature revised the law, and <br />now all landowners must apply annuallyforthe classification of inundated lands. Three property <br />owners have applied for the classification as of today. No one was present on this issue. <br />
