<br />Commission Minutes--May 21, 2001 2287 <br /> <br />Mr. Wagner expressed concern about the Commission not having prior knowledge of grant <br />_ applications, due to the need to provide office space, equipment and personnel. He suggested <br />finding space at NDSU or at the CHARISM Community Center. Mr. Cogdill said there is one <br />work station, telephone and computer available in the county extension office at this time, <br />however, other arrangements could possibly be made for this grant project. <br /> <br />,-- <br /> <br />r-- <br /> <br />Mr. Wagner said he supports the implementation of the McCormick Neighborhood Youth <br />Development Project in South Fargo as identified in the project narrative and budget, however, <br />he suggested adding a provision that space be arranged other than at the County Extension <br />Office in the Cass County Annex building. <br /> <br />Mrs. Schneider said she strongly supports this grant application and encourages adoption of <br />the motion suggested by Mr. Cogdill, with the provision that space be allocated at the Cass <br />County Extension Office if no space is available elsewhere, so as not to jeopardize the grant. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded that the Cass <br />County Commission support the implementation of the McCormick <br />Neighborhood Youth Development Project in South Fargo as <br />identified in the project narrative and budget, with the understanding <br />that Mr. Cogdill will seek other space arrangements, and, if none are <br />available, the person will be located in the County Extension Office at <br />the Annex. Discussion: Mr. Cogdill said he has not investigated <br />whether this person could be housed on the NDSU campus. Mr. <br />Wieland suggested considering a location at Community Homes, <br />which is in the immediate neighborhood for this youth development <br />project. Mr. Cogdill agreed to investigate space options and to work <br />with Commissioner Wagner to resolve the space issue. At the call for <br />the question and upon roll call vote, the motion carried unanimously. <br /> <br />11. <br /> <br />ROAD DEPARTMENT, Maple Grove Subdivision infrastructure desian contract with Ulteia <br />Enaineers de laved <br />Mr. Wieland asked to move this item to the regular agenda for discussion. Keith Berndt, County <br />Engineer, was proposing that Cass County enter into a contract with Ulteig Engineers for <br />engineering services on the design and construction of infrastructure in the Maple Grove <br />Subdivision. He said he was trying to accommodate an ambitious developer's schedule, <br />however, several other matters that were expected to be resolved by this time have not been. <br />He asked to defer the matter until the next Commission meeting. <br /> <br />Mr. Wieland said there are several issues of concern to the county, such as being asked to <br />finance the cost of a development through the infrastructure. He suggested having a special <br />assessments review committee research this topic and draft a county policy for the board to <br />consider in the future. Michael Montplaisir, County Auditor, contacted a few cities about their <br />procedures, and he indicated most of them require cash up front or a bond of at least 50% of <br />the cost of the project. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to table the contract <br />with Ulteig Engineers for the Maple Grove Subdivision infrastructure <br />design. Motion carried. <br />
