MOT/ON, passed <br />Mr. Wagner moved and Mr. Wieland seconded to select Jail Option C <br />and move forward with design and development based on that option; <br />and further, to enter into a set fee professional services contract with <br />Foss Associates on this project; and make a commitment to consider <br />the re-use of jail materials as much as possible and work diligently to <br />find someone who could re-use the Sheriff's Residence, expending up <br />to $45,000 toward the cost of relocating it because it would cost <br />approximately that amount to demolish it. Discussion: Mrs. <br />Schneider asked abouUhe time frame for work to begin on the current <br />jail site, and Mr. Hoganson responded that work could begin by late <br />fall or early winter as the schedule for completion of the new jail is <br />March of next year, with occupancy shortly thereafter. On roll call <br />vote, the motion carried with four members voting "Aye" and Mrs. <br />Schneider opposing. <br /> <br />15. JAIL, Chanae order approved for sallv port doors <br />Bonnie Johnson provided a letter from Rick Hoganson, of Foss Associates, regarding an <br />alternate bid for the new jail construction for hydraulic bi-folding doors in the sally port, instead <br />of the roll-up overhead doors. The architect's letter indicates that one of the benefits of the bi- <br />fold doors is the speed of operation, which may improve the level of security by not having the <br />__ doors remain open for as long a time. Also, the manufacturer suggests that the bi-fold door, or <br />Electric Power Door product, will provide four million opening and closing cycles, compared to <br />200,000 for a comparable overhead door, resulting in reduced maintenance and repair costs, <br />as well as eventual replacement. <br /> <br />Mrs. Johnson consulted with other correctional facilities who are using bi-fold doors, and she <br />found it to be the preferred type. One problem, however, has been that the doors can crush <br />cars if they enter at the wrong time. This was a situation of driver error and can be corrected <br />by using a traffic light system for entering and exiting the sally port. <br /> <br />The bid alternate was estimated at $50,000 in the general contractor's bid, and it would cost <br />approximately $5,000 for additional electrical and steel support work. Michael Montplaisir, <br />County Auditor, provided a financial summary of the jail project budget through April 24, 2001. <br />To date, revenues have reached $10 million and expenditures total about $5 million. He <br />reported a balance of $241 ,598 in the $300,000 contingency line item. <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Sorum seconded to approve the bid <br />alternate in the amount of $55,000 to upgrade the security door <br />located in the sallyport of the new Cass County Jail, to be paid from <br />the jail contingency line item.
