Commission Minutes--April 11,2001 2267 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> APRIL 11, 2001 <br /> <br />MEETING TO ORDER <br />A special meeting of the Cass County Board of Commissioners was called to order by Chairman <br />John Meyer at 10:30 AM in the Commission Room, Cass County Courthouse, for the purpose <br />of discussing potential flooding in the county. Four members were present as follows: Robyn <br />Sorum, Scott Wagner, Alon Wieland and John Meyer. Commissioner Donna Schneider was <br />absent. <br /> <br />The following county staff were present: Keith Berndt, County Engineer; Gregory McDonald, <br />Disaster Emergency Manager; Michael Montplaisir, County Auditor; Birch Burdick, State's <br />Attorney; Sheriff Don Rudnick; Glenn EIlingsberg, Sheriff's Department. Members of the local <br />media were also present. <br /> <br />FLOOD UPDATE, Report by County Engineer and Disaster Emergency Services Director <br />Keith Berndt briefed the Commissioners on river levels, the potential for overland flooding, and <br />areas of the county that are experiencing difficulties at this time. Sand and sandbags are being <br />provided by the county to residents in flood-prone rural areas for emergency levy construction. <br />The area with the highest priority at this time is in the Harwood vicinity, north of West Fargo. <br /> <br />Mr. Berndt made some recommendations for consideration today, which the Board discussed. <br />The first recommendation is to raise certain sections of the township road in Round Hill <br />Subdivision on South Highway 81, if it becomes necessary. The second recommendation <br />involves constructing an earthen levy in Stanley Township on the east side of Highway 81 south <br />of 76th Avenue South, following the bend in the Red River. <br /> <br />Gregory McDonald said he has been in contact with the U.S. Army Corps of Engineers to see <br />what assistance they can offer. Also, he has been meeting with City of Fargo staff, and they are <br />in agreement with the action being considered by Cass County. MOTION, passed <br /> Mr. Wagner moved and Mr. Wieland seconded to authorize the County <br /> Engineer to proceed with a levy from River Drive in Stanley Township <br /> south around the bend of the Red River. On roll call vote, the motion <br /> carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to request that the <br />County Engineer monitor the situation in the Round Hill Subdivision <br />and construct levies on top of the township road in the Iow areas, <br />should it become necessary. On roll call vote, the motion carried <br />unanimously. <br /> <br /> <br />
