Mr. Ellingsberg reviewed the budget
and noted a large increase in expenditures for furniture and fixtures, recreational and audio
visual equipment for the new jail. The items are strictly to benefit the inmates and are one-
time expenditures.

Hazard Plan Response
This also is a special revenue fund for 2001. Mr. Ellingsberg reviewed the budget. He said
this was established according to state law with fees assessed against facilities that house
hazardous chemicals. The fees pay for publications, manuals and guide books for the local
emergency planning committee.

Jail/Juvenile Detention
Chief Correctional Officer Walt Willis was present and reviewed the budget. Mr. Rudnick said
the jail nurse salary line item budgeted for $160,000 should be $124,468. Mrs. Schneider was
concerned that the jail nurse was contracted for $90,208 and the projection for 2000 is
$150,000. The Sheriff will look into the discrepancy. Mrs. Johnson asked if we can delay the
purchase of a new computer for the jail nurse for another year, since with the new jail will have
new computer equipment. Mr. EIlingsberg said the Information Services director suggested
the computer be replaced. Mr. Willis said there were no major changes to the Juvenile
Detention budget from last year.

RECESSED FOR LUNCH
The meeting recessed at 12:15 PM and will reconvene at 1:15 PM.

BUDGET REVIEW CONTINUED
Information Services
Bob Holmbeck was present and reviewed the budget. He said the line item for CRIS may be
reduced from $60,000 to $54,700. He discussed $40,000 budgeted for the Commission
automation system which includes laptop computers for each commissioner. Mrs. Schneider
feels the system is a good idea and would eliminate all the papers they receive. Mrs. Johnson
explained how the system would work and how the Commission would be able to access
minutes, agendas, correspondence etc. through their computers. Mrs. Johnson said if the
Commission leaves this in the preliminary budget, she could have vendors show their
programs to see if the Commission wants to proceed with the system.

Mr. Holmbeck said the computer for the jail nurse may wait another year. His department will
find another used machine that will work if the computer should break down.

State's Attorney
State's Attorney Birch Burdick was present and reviewed the budget.
