Commission Minutes--August 15, 2000 2168

Buildings and Grounds
Mrs. Johnson outlined projects being completed this year, as well as next year's proposed
projects. One project for next year is replacing the Annex parking lot.

Increases in this budget include upgrading the Courthouse security system, which may be
matched by the State Supreme Court, and updating signs when the Clerk of Court Office
becomes a State function and some duties are transferred to another county office.

Clerk of Court
Dorothy Howard said she has asked representatives of the State Supreme Court to meet here
with all of her employees to talk about the change from a county to a State function next April,
and to dispel any rumors about the transition.

Auditor
Mr. Montplaisir talked about increases in this budget, including the purchase of a new photo
copier next year. One item in the budget is $1,500 for records storage, and Commissioners
were in agreement that a letter be sent under the Chairman's signature to county departments
and the District Court about cleaning up storage areas and paying for off-site records storage
rather than using space intended for other purposes.

Treasurer
Charlotte Sandvik said her budget includes a figure of $12,000 if the county continues the
agreement, after the pilot project is concluded, with ezgov.com for payment of real estate taxes
over the Internet. Another benefit of this system is providing access to tax records for the title
companies and realty companies 24 hours per day.

Tax Director
Frank Klein said this budget includes an expenditure for possible reassessment of various cities
and townships, and the possibility of the county hiring or contracting for an assessor if certain
jurisdictions relinquish their assessment authority.

Commissioners discussed future legislation concerning payment of mobile home taxes before
an owner can transfer the title when selling it to another person.

RECESS
MOTION, passed
With no further budgets to review today, Mr. Wieland moved and Mrs. Quick
seconded to recess the meeting at 12:25 PM and reconvene at 9:00 AM
tomorrow, August 16, 2000.

ATTEST:

APPROVED:

I[,li~hael Mor~tplaisir- Auditor
Cass County, North Dakota

Jo~n Me'y~r-, (~hairman
Cass County Board of Commissioners
