SHERIFF'S DEPARTMENT, Salary classification for Sheriff reserve members <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to authorize the <br />personnel office to establish a salary classification for part-time <br />reserve officers, with a maximum of 30 members. On roll call vote, <br />motion carried unanimously. <br /> <br />8. DRAIN #27, Authorize chairman to sign Drain Confinement Agreement <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to authorize the <br />chairman and the county auditor to sign a Drain Confinement <br />Agreement to legally define Drain #27, as submitted by Daniel Bueide, <br />Vogel Law Firm, representing Matrix Properties Corporation. A <br />Certificate of Survey was attached showing the physical location of <br />Drain #27 and containing a legal description based upon its physical <br />location. A letter was received from the Southeast Cass Water <br />Resource Board recommending that Cass County sign the agreement, <br />subject to approval by the Fargo City Engineer, who concurred that <br />the new description properly defines the Drain #27 right of way. On <br />roll call vote, motion carried unanimously. <br /> <br />9. PERMIT FOR SITE AUTHORIZATION, Approved for Veterans Incorporated <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to grant site <br />authorization permit to conduct games of chance under license <br />issued by the North Dakota Attorney General's Office for the period <br />of July 1, 2000 through June 30, 2001 as follows: Veterans <br />Incorporated at Club 94, Casselton and at the Bronco Bar, Chaffee. <br />On roll call vote, motion carried unanimously. <br /> <br />10. SHERIFF'S DEPARTMENT EMPLOYEE, Leave of absence for Chris Denis approved <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to grant the request <br />for a one-year leave of absence for Deputy Chris Denis to participate <br />in a law enforcement function in the country of Kosavo, in accordance <br />with a letter from Sheriff Donald Rudnick dated March 24, 2000. On <br />roll call vote, motion carried unanimously. <br /> <br />11. GOVERNANCE ADVISORY STUDY, Local advisory study committee to be appointed <br />Michael Montplaisir, County Auditor, submitted a letter dated March 28, 2000, suggesting that <br />the County Commission consider appointing a local governance advisory study committee, in <br />accordance with a section of law created by the 1993 legislature, and he enclosed copies of <br />those sections. Mr. Montplaisir said the law appears to require a study of city and county <br />governments at least once every five years, and the county met the requirement in 1994 when <br />the Cass County Home Rule Charter was established. The June 13, 2000, primary election is <br />the first election to be held after the five years since the home rule charter was adopted. <br />
